The papers in this volume were presented at the first National Workshop on the Status and Future Directions of Research pertaining to the water sector in Sri Lanka, held at the Bandaranaike Memorial International Conference Hall, Colombo, Sri Lanka during 4-6 November, 1998. The aim ofthe conference was for policy makers and senior water managers in Sri Lanka to share and discuss the findings, implications and uses of current research dealing with any aspect of water, and to prioritize future research needs, develop a national water research strategy and initiate a network of water researchers in Sri Lanka and abroad to carry out relevant research in the future. In selecting papers for the conference, priority was given to those authored by persons who had limited opportunities to disseminate their research findings or share empirical experiences. Although the main language of the conference was English, authors were specifically encouraged to present papers in either Sinhala or Tamil.

Managing water resources is one of the most pressing challenges of our times - fundamental to how we feed 2 billion more people in coming decades, eliminate poverty, and reverse ecosystem degradation. This Comprehensive Assessment of Water Management in Agriculture, involving more than 700 leading specialists, evaluates current thinking on water and its interplay with agriculture to help chart the way forward. It offers actions for water management and water policy - to ensure more equitable and effective use. This assessment describes key water-food-environment trends that influence our lives today and uses scenarios to explore the consequences of a range of potential investments. It aims to inform investors and policymakers about water and food choices in light of such crucial influences as poverty, ecosystems, governance, and productivity. It covers rainfed agriculture, irrigation, groundwater, marginal-quality water, fisheries, livestock, rice, land, and river basins. Ample tables, graphs, and references make this an invaluable work for practitioners, academics, researchers, and policymakers in water management, agriculture, conservation, and development. *First title in a major new series *Addresses improving water productivity to relieve problems of scarcity and competition to provide for food and environmental security *Draws from scientists having a multitude of disciplines to approach this important problem In a large number of developing countries, policy makers and researchers are increasingly aware of the conflicting demands on water, and look at agriculture to be more effective in its use of water. Focusing on both irrigated and rain-fed agriculture, this book gives a state of the art review of the limits and opportunities for improving water productivity in crop production. It demonstrates how efficiency of water use can be enhanced to maximize yields. The book represents the first in a new series of volumes resulting from the Comprehensive Assessment of Water Management in Agriculture, a research program conducted by the CGIAR's Future Harvest Centres, the Food and Agriculture Organization of the United Nations and partners worldwide. It will be of significant interest to those working in areas of soil and crop science, water management, irrigation, and development studies.

Agricultural water management is a vital practice in ensuring reduction, and environmental protection. After decades of successfully expanding irrigation and improving productivity, farmers and managers face an emerging crisis in the form of poorly performing irrigation schemes, slow modernization, declining investment, constrained water availability, and environmental degradation. More and better investments in agricultural water are needed. In response, the World Bank, in conjunction with many partner agencies, has compiled a selection of good experiences that can guide practitioners in the design of quality investments in agricultural water. The messages of 'Shaping the Future of Water for Agriculture: A Sourcebook for Investment in Agricultural Water Management' center around the key challenges to agricultural water management, specifically: - Building policies and incentives - Designing institutional reforms - Investing in irrigation systems improvement and modernization - Investing in groundwater irrigation - Investing in drainage and water quality management - Investing in water management in rainfed agriculture - Investing in agricultural water management in multipurpose operations - Coping with extreme climatic conditions - Assessing the social, economic, and environmental impacts of agricultural water investments 'Shaping the Future of Water for Agriculture' is an important resource for those interested and engaged in development with a focus on agricultural water.

Annotation. The 1995 conference continued the tradition of holding a roundtable discussion related to the subject of the forthcoming annual World Development Report (*), in this case, economies in transition. The conference addressed four themes: redistribution with growth; demographic change and development; aid and development; and fiscal decentralization. Among the articles included in the 1995 proceedings are: - Argentina's Miracle? From Hyperinflation to Sustained Growth. Domingo F. Cavallo and Guillermo Mondino - Inequality, Poverty, and Growth: Where Do We Stand? Albert Fishlow - Government Provision and Regulation of Economic Support in Old Age. Peter Diamond - Is Growth in Developing Countries Beneficial to Industrial Countries? Richard N. Cooper - Fiscal Federalism and Decentralization: A Review of Some Efficiency and Macroeconomic Aspects. Vito Tanzi.
