Retention of Enlisted Maintenance, Logistics, and Munitions Personnel

Over the past ten years, maintenance career fields in the U.S. Air Force have been negatively affected by a series of events that have resulted in an experience shortage. Although there has been an improvement in Total Force manning since 2015, several skill levels are still experiencing shortages. To bridge the experience shortfall, the U.S. Government Accountability Office called for an Air Force retention strategy tailored to retain experienced maintainers. The RAND Corporation was asked to explore whether individual characteristics, economic and geographic factors, and the new Blended Retirement System (BRS) could provide additional insights into what predicts retention of this workforce. This report focuses primarily on aircraft maintenance career fields, with some attention to munitions and logistics career fields as resources permitted. The authors undertake two analytic approaches to examine the underlying determinants of retention. First, they use logistic regression to determine how strongly a variety of individual and environmental characteristics are associated with decisions to reenlist, extend an enlistment, or separate from the Air Force; second, they use RAND's Dynamic Retention Model to estimate how the new BRS will affect maintenance, munitions, and logistics career fields when those in the new system reach retention decision points. The authors find that changes in individual characteristics and environmental variables have improved retention in the maintenance, munitions, and logistics career fields. Although much of what influences retention is beyond the Air Force's control, the authors offer a number of recommendations and identify areas of emphasis that could be exploited.




Strengthening U.S. Air Force Human Capital Management

Standards for Internal Control in the Federal Government

Tuition Assistance Usage and First-Term Military Retention

Tuition assistance (TA) is a military-sponsored program that reimburses military members for the cost of college classes while on active duty. The program is part of a series of quality-of-life efforts designed to make military service more attractive to youth and encourage them to remain in the military. This report examines tuition assistance and retention behavior for first-term members of the Navy and Marine Corps (similar data were not available for other military services). The analysis examines what types of sailors and marines use TA and examines whether TA users are more prone to reenlist than are military members who take no college classes dur- ing the first term.




Organizational and Cultural Causes of Army First-Term Attrition

The U.S. Army invests significant resources in recruiting, training, and preparing new soldiers. When a soldier does not complete a full contract term, the Army views this as a net loss. The goal of the research summarized in this report is to determine whether organizational factors matter for producing attrition and to generate hypotheses regarding the mechanisms by which organizational factors generate attrition. The authors made use of the random assignment of soldiers to their first battalion to determine whether the "luck of the draw"-the battalion to which the soldier is assigned and the senior noncommissioned officer (NCO) at that battalion-is directly linked to the observed variation across assignments in eventual first-term outcomes. The authors complemented that analysis with interviews exploring the factors that could be driving differences across units, such as leadership and command culture, availability of soldier supports, management of deployment and training cycles, and installation amenities. The quantitative part of the report shows that organizational factors affect attrition above and beyond the effects of soldier characteristics. The qualitative part highlights potential pathways through which battalion-level characteristics might manifest in differential attrition outcomes. Rather than conceptualizing attrition as a soldier being "fired" for poor performance, this report describes attrition as a process in which leadership may fail to provide needed interventions or to perpetuate a culture in which soldiers want to and are able to remain in service. The authors identify opportunities to address the factors under the Army's control that are associated with attrition. Book jacket.

The Quality of Personnel in the Enlisted Ranks

The armed services must attract, retain, and promote high-quality personnel. This monograph examines their ability to meet these goals in the past. Using the quality index, we find that those who complete their first terms, who stay until year of service (YOS) 8 or YOS12, and those who are promoted to higher grades are significantly higher quality. Our conclusions differ from those drawn from traditional measures because our measure includes information that cannot be predicted at entry but is instead revealed on the job.
