The U.S. Army Research Institute (ARI) and the Office of the Deputy Chief of Staff for Personnel, U.S. Army, sponsored a Conference on Army Manpower Economics in Williamsburg, Virginia, on December 5-7, 1984. Recruiting an all-volunteer military is a formidable task. To successfully enlist one eligible recruit, the Army must contact approximately 120 young people.
