Bureaucracies have been criticized from various perspectives and blamed for a variety of failings. Critics have claimed that bureaucracies are too focused on conforming to rules rather than achieving an organization's core mission. Bureaucracies are said to oppress human freedom because of their orientation toward hierarchical control. Bureaucratic organizations are also said to be unable to deal effectively with public problems that span multiple administrative jurisdictions; they do not reach beyond their own organizational boundaries. This book provides solid data on how bureaucracies can expedite information processing and reduce organizational conflicts. Jay Eungha Ryu finds that the functions of bureaucracies are highly dependent upon external political conditions. Whether the executive and legislative branches are dominated by the same party significantly influences the ability of bureaucracies to function effectively. Ryu notes that the merits of bureaucratic centralization are worth close attention. Numerous attempts, including performance budgeting systems, have been made to improve bureaucratic malfunctions. However, such reform initiatives are doomed to failure, he argues, unless they employ a core feature of bureaucracy itself, centralization. Ryu defines bureaucratic centralization at its best as bounded bureaucracy. If well managed, bounded bureaucracy can substantially improve the rational behavior of organizations and reduce institutional frictions.




Bureaucracy’s Masters and Minions

In Bureaucracy’s Masters and Minions: The Politics of Controlling the U.S. Bureaucracy, the author argues that political control of the bureaucracy from the president and the Congress is largely contingent on an agency’s internal characteristics of workforce composition, workforce responsibilities, and workforce organization. Through a revised principal-agent framework, the author explores an agent-principal model to use the agent as the starting-point of analysis. The author tests the agent-principal model across 14 years and 132 bureaus and finds that both the president and the House of Representatives exert influence over the bureaucracy, but agency characteristics such as the degree of politization among the workforce, the type of work the agency is engaged in, and the hierarchical nature of the agency affects how agencies are controlled by their political masters. In a detailed case study of one agency, the U.S. Department of Education, the author finds that education policy over a 65-year period is elite-led, and that that hierarchical nature of the department conditions political principals’ influence. This book works to overcome three hurdles that have plagued bureaucratic studies: the difficulty of uniform sampling across the bureaucracy, the overuse of case studies, and the overreliance on the principal-agent theoretical approach.

When the Soviet Union launched Sputnik, the Red Scare seized the American public. While President Eisenhower cautioned restraint, his hand was forced, and NASA’s budget had increased five thousand percent over its pre-Sputnik levels by the time President Kennedy proposed landing a man on the moon. Spending on the space race is in no way unique; Almost every policy area has its own Sputnik-type story, where waves of popular support for an idea (or disillusionment with a previous one) created new political priorities, resulting in dramatic changes to the budget or compelling agencies to respond quickly with little knowledge or preparation. Is this instability an inherent feature of the policy process, or is it possible for an agency to deal with problems in a way that insulates it from swings in public opinion and thus imposes some stability on the decision making process? Derek A. Epp argues that some agencies can indeed do that and that instability is at least partially a function of poor institutional design. While it is inherently more challenging to maintain stability around complex problems like immigration or climate change, the deliberative process itself can affect the degree of stability around an issue. Epp looks at whether agencies follow a deliberative model for decision making, in which policies are developed by means of debate among a small group of policymakers, or a collective model, in which the opinions of many people are aggregated, as with the stock market. He argues that, in many instances, the collective model produces more informed and stable policy outcomes that can be adapted more readily to new information and changing public priorities.
