Book Description

The recent decade brought about new ways of thinking about universities. European-level educational policies became increasingly influential as the agenda of university reforms was viewed as part of greater Lisbon strategy reforms. National governments adopted the economic concept of the university consistently developed in subsequent official documents of the European Commission. The EU member states currently need to balance their educational policies between the requirements of policies promoted by the EU and the requirements of their national systems. Additionally, the national educational policies are under high pressure due to globalisation. European universities and European academics operate in the midst of these large-scale changes. Their interpretations of and their responses to what is termed «the modernisation agenda of European universities» are at the core of this volume.




International Joint Double Degrees and International Transitions in Higher Education

This book explores the interplay between culture and pedagogy within the student experience of international joint double degree programmes. The author posits that international higher education can be seen within a construct of mutuality, with the experience of internationalisation being a driving force for the development of agency and cultural awareness. Indian Skilled Migration and Development


Book Description

This edited contribution explores strategies and measures for leveraging the potential of skilled diasporas and for advancing knowledge-based evidence on return skilled migration and its impact on development. By taking the example of Indian skilled migration, this study identifies ways of involving returned skilled migrants in home country development as well as proposes approaches to engage the diaspora in development. As high-skill immigration from India to mainland Europe is a rather recent phenomenon, the activities of Indian professionals in Europe are under-researched. The findings have wider application in contributing to the policy dialogue on migration and development, specifically to the advantage for developing and emerging economies. The book employs an interdisciplinary, two-fold approach: The first part of the research looks at how international exposure affects the current situation of skilled returnees in India. The second, European, part of the research examines migration policies, labour market regulations and other institutional settings that enable or hinder skilled Indians’ links with the country of origin. Structural differences between the host countries may facilitate different levels of learning opportunities; thus, this book identifies good practices to promote the involvement of Indian skilled diaspora in socio-economic development. In applying the framework of diaspora contributions as well as the return channel to study the impact on India, the book draws on qualitative and quantitative research methods consisting of policy analysis, in-depth interviews with key experts and skilled migrants and on data sets collected specifically for this study.




Strategy-Making in the EU

This book provides a detailed analysis of the policy-making processes of EU strategies in foreign and security policy and external action. It uses the European Security Strategy and the EU Global Strategy to assess their policy-making dynamics both before and after the Lisbon Treaty. Inter-institutional relations in strategy-making are put into the context of current debates in European integration, questioning the assumption that the EU is a body increasingly ruled by intergovernmentalism - as reflected by the new intergovernmentalism literature. The book also provides a categorisation of EU strategies and considers them as policy-inspiration documents, acting as frameworks for policy-making. This reading of strategies lies behind the analysis of the policy-making processes of the ESS and the EUGS, unpacked into four phases: agenda-setting, policy formulation, policy output and implementation. By looking at the shifting policy-making dynamics from foreign and security policy to external action, the author sheds light on the current shape of EU integration.




Constructing the EU's Political Identity


Book Description

This book examines the construction of the EU’s political identity (or identities), variations in its strength, and the nature of its content. Drawing on studies both on European nation-state formation and on the EU’s identity, the chapters take a top-down approach and analyse how EU institutions in different major policy domains have themselves sought to create political identity through policy making. The authors define the construction of EU political identity and set out empirically applicable indicators to assess political identity in policy making. They analyse the construction of identity through a process-oriented approach that explicitly includes contestation and the existence of rival political identities. Comparing across policy domains, the contributions suggest that the ability of EU institutions to construct an EU political identity has been limited not only by existing national identities but also by the coexistence of rival EU political identities within policy domains. Hence, it has been difficult for EU institutions to establish a strong identity, with identity being strongest where there are clear external alternatives and limited rival identities within the EU.
