The purpose of this thesis is to investigate Napoleon Bonaparte’s command and control of the Grand Armée through the lens of organizational design. Napoleon’s methodology behind the design of the Grand Armée is analyzed using modern principles of organizational design. The structure that Napoleon created within his organizational design was a vast information network that served as the framework for a highly effective command and control system. This command and control network allowed Napoleon to dominate a war with his enemies within the information domain. The Grand Armée transited the European countryside with lightning speed as Napoleon out maneuvered his enemies. Napoleon’s dominance was a direct result of his organizational masterpiece that was the Grand Armée. From an organizational design perspective, Napoleon’s methodology applied the ideas of others and exploited existing technology to affect his design. The reorganization of the military corps became one of the most important transformations made by Napoleon. The army corps was considered a key component in Napoleon’s strategic deployments. The command and control system he engineered for his corps was essential in the Napoleonic philosophy to march divided and fight united.

Organizations increasingly use temporary designs. Many temporary organizations are assembled by "mixing and matching" building blocks from static, bureaucratic, parent organizations into a temporary configuration. At the same time, such "mixed and matched" temporary organizations often operate under difficult and dangerous circumstances. During operations, these temporary organizations can experience numerous internal problems: ranging from friendly fire in a military context to budget and time issues in construction projects and problematic coordination in a crisis management context. This book develops insight into the relationship between a "mixing and matching" temporary design strategy and operational problems. To so do, military and crisis management contexts are systematically studied from a sociotechnical design perspective that emphasizes self-organization to develop organizational controllability. Operating Under High-Risk Conditions in Temporary Organizations demonstrates that a "mixing and matching" design strategy can be related to system failure. Furthermore, it is shown that a process of self-design emerged in which operators attempted to create ad-hoc networks for meaningful, safe and controllable operations. The analyses result in a model that shows mechanisms between characteristics of organizational design and controllability of operations. Not only does this model have relevance to the military and crisis management contexts, relevance is also demonstrated for a broader family of temporary organizations and application of sociotechnical network design theory.

To address these conflicting demands, the ITAIDE project has developed a large set of innovative IT-related tools and methods that enable companies to be better in control of their business operations. These tools and methods have been integrated in the ITAIDE Information Infrastructure (I3) framework. By using the I3 framework, companies are better positioned to apply for the Trusted Trader status, and enjoy trade facilitation benefits such as simplified customs procedures and fewer inspections of their goods. Hence, the I3 framework can contribute to making global supply chains faster, cheaper, and more secure. The I3 framework has been tested and validated in five real-life Living Labs, spanning four different sectors of industry, and conducted in five different EU countries. National Tax & Customs organizations from various European countries have actively participated in the Living Labs.
