In March 1991, the Ontario government directed the Management Board Secretariat to undertake bilateral consultation on the possible reform of the Crown Employees Collective Bargaining Act with the parties governed by the Act. The Board has undertaken consultation with stakeholders to identify their interests, concerns about reform of the Act, and areas of consensus on the direction of reform. This report synthesizes the views of the various parties and the research undertaken, and provides recommendations for possible reform of the Act from the perspective of the government as an employer. Issues reviewed include the right to strike, essential service designation, description of bargaining units, the bargaining process, management rights, negotiable issues, successor rights, Crown employee status, and arbitration.
