The United States Employment Service

Book Description

Excerpt from The United States Employment Service: Its History, Activities and Organization The first essential to efficient administration of any enterprise is full knowledge of its present make-up and operation. Without full and complete information before them, as to existing organiza tion, personnel, plant, and methods of operation and control, neither legislators nor administrators can properly perform their functions. The greater the work, the more varied the activities engaged in, and the more complex the organization employed, the more impera tive becomes the necessity that this information shall be available and available in such a form that it can readily be utilized. Of all undertakings, none in the United States, and few, 1f any, in the world, approach in magnitude, complexity, and importance that of the national government of the United States. As Presi dent Taft expressed it in his message to Congress of January 17, 1912, in referring to the inquiry being made under his direction into the efficiency and economy of the methods of prosecuting public business, the activities of the national government are almost as varied as those of the entire business world. The Opera tions of the government affect the interest of every person living within the jurisdiction of the United States. Its organization embraces stations and centers of work located in every city and in many local subdivisions of the country. Its gross expenditures amount to billions annually. Including the personnel of the mili tary and naval establishments, more than half a million persons are required to do the work imposed by law upon the execu tive branch of the government. Job Evaluation Methods (Classic Reprint)

Book Description

Excerpt from Job Evaluation Methods Everyone in industry today, from top management down through the rank and file, needs to know about job evaluation. The methods and the results Of job evaluation Significantly. Affect policy making, public relations, collective bargaining, the day-to-day operations of business concerns, and, of course, all phases Of industrial rela tions on all levels before and after hiring. This volume - like the first edition of 1946 - presents its subject analytically according to the functional steps that comprise the evaluation procedure. Each chapter is confined to a single phase of the whole procedure. Thus successive phases such as policies, methods, measuring scales, etc., are treated one at a time so that each can be investigated thoroughly, comparatively, and impartially. The analytic approach followed in this volume has several impor tant advantages. It gives a sound, logical, and easily understood presentation. It makes possible the comparison and selection of appropriate measures to fit any particular set of conditions. And finally, this approach fully stands the test of practical use in devising job evaluation plans and in making or modifying installations. Since the first edition of this book, job evaluation has become far more widespread and experience with its methods has matured. This Second Edition takes into account all the new applications and successful procedures. For example, job evaluation has been applied to many' jobs previously exempt, such as supervisory, technical, and high-level executive positions, and many of the recent, well-known cases are described and compared step by step. Much material has been added to the treatment Of rate structures for solv ing the problems peculiar to this field; and numerous combinations are worked out both in table and chart form to Show the effects Of assignable variables. The discussion of merit rating (which may or may not supplement job evaluation plans in actual practice) now includes the findings of psychologists who worked during World War II to establish more reliable man-rating. A wholly new chapter which high-spots the principles of wage incentive methods has also been added. Many other changes have been made throughout the text to insure accuracy and a detailed, up-to-date exposition. Methods of Industrial Remuneration (Classic Reprint)

Book Description

Excerpt from Methods of Industrial Remuneration Since the earlier editions of this book were published, a considerable amount of fresh and more detailed information bearing upon the questions, with which it deals, has become available. In order to utilise this new material and to bring the book generally up to date, it has been necessary to make the third edition larger than its predecessors. Labor Maintenance

Book Description

Excerpt from Labor Maintenance: A Practical Handbook of Employees Service Work There has long been a need for a book which points the way to better methods in what was once known as "welfare work" and to make clear the principles which must underlie sound service work with employees. The need for a practical handbook has also been evident; and with these needs in view the author has prepared the present volume. The aim throughout has been to give as many practical examples of successful work as possible, so that employers, employment executives, and service workers would have at hand the experience of other concerns combined with information and discussion as to the best practice. Like other new developments in industry, employees' service work will have to go through the stages of experimentation; but there is no need for costly mistakes due to a wrong conception of the purpose of such work, and it is in the hope that this book may be of assistance in avoiding pitfalls that it is offered to industrial executives and others interested in the subject. Employment and Training Programs in the 1970s

Book Description

Excerpt from Employment and Training Programs in the 1970s: Research Results and Methods From the point of view of research and evaluation design, huge strides have been made; sometimes at the expense of synthesizing efforts to aide in making good policy. Our methods are increasingly sophisticated, as will be detailed in this chapter, and our results are as disparate as ever. However, a survey allows a forum for generalizations and some will be made here. In spite of the methodological battles that have occurred among the researchers, movement toward a consensus on the efficiency of employment and training programs is building. Industrial Colonies and Village Settlements for the Consumptive (Classic Reprint)

Book Description

Excerpt from Industrial Colonies and Village Settlements for the Consumptive Symonds, and we together examined the patients, sampled the climate and other conditions, and argued with Unger and Ruedi. Then for the second time came Hope; more solid Hope. Given a fairly early case, and three years, and recovery was in the offing. And so we went on cheerfully with Davos. But Davos was not for every one; nor was every case an early 'one. Then came the discovery that lower altitudes would do if certain conditions were obtained; and so arose the great sanatorium movement. But slowly we found that patients could not spend their lives in sanatoriums; and one day on making my way up to one of them in England, I met on the way patient after patient, slouching along, bored to death with themselves and with each other; and even worse in morale than in body. Better discipline and better notions of thera peutics mended some of that; still I could not forget those listless saunterers, and it became evident to some of us, however unwillingly, that Hope was drooping again. The sanatorium was doing a great educative work no doubt; but at the end of its four or six months - what then? To send the patient away with recommendations about light jobs, and a regime, was almost a mockery or quite. What about the wage, and the family to be supported? The next lesson was brought home to me by a visit with other commissioners to certain cities, concerning some such problems. Before me now I see a gaunt hollow-eyed man, coughing, and leaning against the wall as he tried to talk to us, saying that his mates when he came out of the sanatorium - good fellows as they were - had bought him a milk that he might creep round, and earn a bit. The brave wife, shawl on head and mill apron on, had just come from the factory, and apologised for the dirty house - as well she might. The poor thing was working all day at the factory to keep the wolf from the door. All being dragged down together into the pit! What is the value of a good house, or a clean house, if no wages! What is there for the children? And what is to stop the infection! Who then would have the imagination, the initiative, the business capacity, to lift this burden, like lifting a world?
