Evaluating the Connection Between Social Protection and Economic Flexibility

Over the last 10 years, a variety of analysts have blamed high unemployment and stagnant economic growth in Europe on inflexible labor markets and pointed to the US as a more flexible economy, due to its less regulated labor markets and less generous social protection programs. This paper reviews that debate, critiques the arguments about the relationship between social protection programs and labor market adjustment, and reviews the research literature on this topic. In general, we conclude that much less is known about the aggregate effects of social protection programs on the economy than is generally claimed. Within the very limited existing research, there is little evidence of a significant trade-off between social programs and labor market adjustment, although there is also not much evidence to support those who claim that social protection promotes economic growth. The paper ends by suggesting future research directions.

A Practicioner's Guide to Evaluating the Impacts of Labor Market Programs

This note provides an introduction to the impact evaluation of labor market programs, with particular reference to developing countries. Its focus is on the main issues that need to be considered when planning an impact evaluation, including the importance of rigorous design for an evaluation, and on the statistical techniques used to estimate program impacts. To help the exposition, a prototype of a training program is referred to intermittently throughout the note. This hypothetical training program, which authors call get-to-work, provides training to the unemployed to help them find work. The note describes some general issues that are important for any impact evaluation of employment programs, both in the design and analysis stages, regardless of the specific evaluation techniques used. It then describes the main evaluation techniques, including the data requirements and the main assumptions invoked by each.




Active Labor Market Policy Evaluations


Book Description

This paper presents a meta-analysis of recent microeconometric evaluations of active labor market policies. Our sample contains 199 separate "program estimates"--Estimates of the impact of a particular program on a specific subgroup of participants - drawn from 97 studies conducted between 1995 and 2007. For about one-half of the sample we have both a short-term program estimate (for a one-year post-program horizon) and a medium- or long-term estimate (for 2 or 3 year horizons). We categorize the estimated post-program impacts as significantly positive, insignificant, or significantly negative. By this criterion we find that job search assistance programs are more likely to yield positive impacts, whereas public sector employment programs are less likely. Classroom and on-the-job training programs yield relatively positive impacts in the medium term, although in the short-term these programs often have insignificant or negative impacts. We also find that the outcome variable used to measure program impact matters. In particular, studies based on registered unemployment are more likely to yield positive program impacts than those based on other outcomes (like employment or earnings). On the other hand, neither the publication status of a study nor the use of a randomized design is related to the sign or significance of the corresponding program estimate. Finally, we use a subset of studies that focus on post-program employment to compare meta-analytic models for the "effect size" of a program estimate with models for the sign and significance of the estimated program effect. We find that the two approaches lead to very similar conclusions about the determinants of program impact.
