The book gives the reader a full picture of this topical issue which is located at the heart of today's development of international law. It contains an in-depth evaluation of a vast amount of relevant material, ranging from domestic laws to judicial decisions of domestic and international courts. The fact that the International Law Commission is deliberating the issue with a view to drafting an international treaty underscores the book's importance and timeliness.

The history of basketball spans more than a century, from its humble origin as a simple diversion during the harsh winters in America to today's perennial, rim-rattling show of international renown. Throughout the last 60 years, Pennsylvania has been at the forefront of the sport's evolution, supplying the world with a steady stream of stars, from Wilt Chamberlain to Kobe Bryant, who have proven to be some of the best to ever play the game. In Heads of State: Pennsylvania's Greatest High School Basketball Players of the Modern Era, sportswriter Mark Hostutler sizes up the commonwealth to rank its 500 most-accomplished scholastic players from 1950-2010. With input from Sonny Vaccaro, Howard Garfinkel, and other hoops cognoscenti, the author canvassed the Keystone State, conducting hundreds of hours of research and interviews to assemble a list that is sure to stir passionate debate within an already buzzing community of roundball fans. Hostutler's unique compilation highlights the exploits of Billy Owens, Tom McMillen, Gene Banks, Tyreke Evans, Donyell Marshall, Jameer Nelson, Geoff Petrie, and several others, as they reminisce about their achievements as teenagers on the hardwood. Wonderfully crafted and jam-packed with information, the book is perfect for hard-core fans, stat junkies, or anyone in search of a good read.

This book examines how the Crown has performed as Head of State across the UK and post war Commonwealth during times of political crisis. It explores the little-known relationships, powers and imperial legacies regarding modern heads of state in parliamentary regimes where so many decisions occur without parliamentary or public scrutiny. This original study highlights how the Queen’s position has been replicated across continents with surprising results. It also shows the topicality and contemporary relevance of this historical research to interpret and understand crises of governance and the enduring legacy of monarchy and colonialism to modern politics. This collection uniquely brings together a diverse set of states including specific chapters on England, Scotland, Northern Ireland, Sri Lanka, Malaysia, Brunei, Ghana, Nigeria, Zimbabwe/Rhodesia, Australia, Tuvalu, and the Commonwealth Caribbean. Viceregalism is written and conceptualised to remind that the Crown is not just a ceremonial part of the constitution, but a crucial political and international actor of real importance.

This book is about presidents in parliamentary systems. One commonly recurring political debate within parliamentary systems is over whether or not the public should directly elect the head of state. Despite the importance of this topic in practical politics, political scientists have offered little empirical evidence, yet made bold assumptions about the consequences of popular elections for heads of state. A common argument is that direct elections enhance presidents' legitimacythereby increasing their activism and encouraging authoritarian tendencies. Another popular assumption is that direct presidential elections are more heavily contested and partisan, polarizing and dividing political elites and the electorate. Proponents of direct elections argue that such electionswill help decrease voter alienation and apathy. This book challenges the conventional wisdom. Using both quantitative and qualitative empirical evidence from democratic systems across the world, this book demonstrates that compared to indirect selection methods, direct elections do not yield more active and contentious presidents, do not polarize political elites or society, and do not remedy political apathy. Rather, presidential activism in both "semi-presidential" and "pure parliamentary"systems is shaped by political opportunity framework - the institutional strength and partisan composition of both parliament and government. Further, because holding the presidency provides parties with an electoral asset, direct and indirect presidential elections can be equally contentious andpolarizing. Last, but not least, rather than decreasing apathy, direct election is associated with increased voter fatigue and decreased turnout in parliamentary elections by about seven percentage points.
