This is the statement of Kenneth M. Mead, Director, Transportation Issues, Resources, Community, and Economic Development Division, General Accounting Office, before the Subcommittee on Surface Transportation, Committee on Commerce, Science, and Transportation, United States Senate, on the issues surrounding the development of high-speed ground transportation (HSGT) in the United States.
