Japan's attempt to project to the world an image of solid middle-class national identity is challenged by the Burakumin, an outcaste group of indigenous Japanese citizens who have been subjugated for centuries to political, economic, and religious discrimination. In the 1960s the efforts of this group and its supporters led to a 40-year national program of economic aid and educational programs designed to move these people out of poverty and increase life options. These programs, recently terminated, have left the Burakumin and other marginalized groups uncertain of their future. Based on ten years of ethnographic inquiry, Gordon's book explores the views of educators and activists caught in this period of transition after having their lives and careers shaped by the political demands of a liberation movement dedicated to achieving educational equity for the Burakumin and their disadvantaged neighbors. Gordon provides the context of the efforts to achieve the human rights of the Burakumin and the complexity of their identity in a Japanese society struggling with economic and demographic globalization.

This book is an up-to-date critical examination of schooling in Japan by an expert in this field. It focuses on developments in the last two decades, with a particular interest in social justice. Japan has experienced slow economic growth, changed employment practices, population decline, an aging society, and an increasingly multi-ethnic population resulting from migration. It has faced a call to respond to the rhetoric of globalization and to concerns in childhood poverty in the perceived affluence. In education we have seen developments responding to these challenges in national and local educational policies, as well as in school-level practices. What are the most significant developments in schooling of the last two decades? Why have these developments emerged, and how will they affect youth and society as a whole? How can we best interpret social justice implications of these developments in terms of both distributive justice and the politics of difference? To what extent have the shifts advanced the interests of disadvantaged groups? This book shows that, compared to three decades ago, the system of education increasingly acknowledges the need to address student diversity of all kinds, and delivers options that are more varied and flexible. But interest in social justice in education has tended to centre on the distribution of education (who gets how much of schooling), with fewer questions raised about the content of schooling that continues to advantage the already advantaged. Nonformal Education and Civil Society in Japan critically examines an aspect of education that has received little attention to date: intentional teaching and learning activities that occur outside formal schooling. In the last two decades nonformal education has rapidly increased in extent and significance. This is because individual needs for education have become so diverse and rapidly changing that formal education alone is unable to satisfy them. Increasingly diverse demands on education resulted from a combination of transnational migration, heightened human rights awareness, the aging population, and competition in the globalised labour market. Some in the private sector saw this situation as a business opportunity. Others in the civil society volunteered to assist the vulnerable. The rise in nonformal education has also been facilitated by national policy developments since the 1990s. Drawing on case studies, this book illuminates a diverse range of nonformal education activities; and suggests that the nature of the relationship between nonformal education and mainstream schooling has changed. Not only have the two sectors become more interdependent, but the formal education sector increasingly acknowledges nonformal education’s important and necessary roles. These changes signal a significant departure from the past in the overall functioning of Japanese education. The case studies include: neighbourhood homework clubs for migrant children, community-based literacy classes, after-school care programs, sport clubs, alternative schools for long-term absent students, schools for foreigners, training in intercultural competence at universities and corporations, kôminkan (community halls), and lifelong learning for the seniors. This book will appeal to both scholars of Japanese Studies/Asian Studies, and those of comparative education and sociology/anthropology of education.




Japan's Invisible Race

Modern Japanese share a myth to the effect that they harbor in their midst an inferior race less "human" than the stock that fathered their nation as a whole. These pariahs, numbering more than two million, are segregated by caste just as firmly as the Negro is in the United States. The present volume, to which several Japanese and American social scientists have contributed, offeres an interdisciplinary description and analysis of this strangely persistent phenomenon, inherited from feudal times. Its main thesis is that caste and racism are derivatives of identical psychological processes in human personality, however differently structure they may be in social institutions. It finds that what it terms status anxiety, related to defensively held social values, leads to a need to segregate disparaged parts of the population on grounds of innate inferiority. Until the time of their official emancipation in 1871, the so-called eta were distinguished visibly by their special garb. Today few clues to their identity are visible; yet, they remain a distinguishable, segregated segment of the population and bear inwardly, in a psychological sense, the stigma resulting from generations of oppression. This volume traces the story of the outcastes in complete detail--their origin, their stormy post-emancipation history, and their present leftist political significance. Large populations of outcasts live in urban ghettoes within the major cities of south-central Japan. In some of these metropolitan centers they comprise up to 5 percent of the population but contribute 60 to 65 percent of unemployment and relief roles. They have periodic trouble with the police; they manifest a delinquency rate more than three times that of the ordinary population; their children do poorly in school; they are subject to various forms of job discrimination; and few marriages are successfully consummated across the caste barrier. Some try to escape their past identity by becoming prostitutes or by entering the underworld. Those who survive discrimination to achieve status in society either live in fear of exposure [if they are "passing"] or overtly maintain their identity in proud isolation. Some who live in rural communities have achieved equal economic status with their neighbors but not full social acceptance. In their theoretical closing discussion the authors offer a challenging critique of Marxian class theory in introducing the concept of "expressive" exploitation--that is, the psychological use of a subordinate group as a repository of what is disavowed by the values of a culture in a caste society--as distinct in form and function from the "instrumental" economic or political exploitation of subjected minorities in class societies. Working Skin

Since the 1980s, arguments for a multicultural Japan have gained considerable currency against an entrenched myth of national homogeneity. Working Skin enters this conversation with an ethnography of Japan’s "Buraku" people. Touted as Japan’s largest minority, the Buraku are stigmatized because of associations with labor considered unclean, such as leather and meat production. That labor, however, is vanishing from Japan: Liberalized markets have sent these jobs overseas, and changes in family and residential record-keeping have made it harder to track connections to these industries. Multiculturalism, as a project of managing difference, comes into ascendancy and relief just as the labor it struggles to represent is disappearing. This book is about the learner side of the teaching and learning equilibrium, centering on the educational experiences and perspectives of Chinese students in the United States. These students ranged from kindergarteners, adolescents, undergraduate, graduate, to adult learners, across the educational spectrum. Because Chinese students are the largest cohort among all international students in the U.S., and their prior educational experiences and perspectives in China are so different from those in the U.S., exploring who they are, what their learning experiences have been, and how their learning needs can be better met, may not only allow U.S. educators to teach them more effectively, but also help the educational community in both countries better learn about and from each other.
