La amplitud de los cuerpos burocráticos del Estado es una clara manifestación de su desarrollo. A pesar de las acometidas de las nuevas y viejas teorías anti estatales, la burocracia, ha logrado sobrevivir. Recientemente la gerencia pública se ha erigido como una pretendida innovación anti burocrática; sin embargo en el texto se demuestra su similitud con el cameralismo, que al igual que éste podrá desaparecer o pasar de moda, quedando en el olvido.
