Book Description

One of the most important aspects of democracy has been the transition from colonialism. In Taiwan this discussion is typically framed in political discourse that focuses on theoretical issues. Becoming Taiwan departs from this well-traveled route to describe the cultural, historical and social origins of Taiwan's thriving democracy. Contributors were specifically chosen to represent both Taiwanese and non-Taiwanese researchers, as well as a diverse range of academic fields, from Literature and Linguistics to History, Archeology, Sinology and Sociology. The result represents a mixture of well-known scholars and young researchers from outside the English-speaking world. The volume addresses three main issues in Taiwan Studies and attempts answers based in the historical record: How Chinese is Taiwan? Organizing a Taiwanese Society, and Speaking about Taiwan. Individual chapters are grouped around these three themes illustrating the internal dynamics that transformed Taiwan into its current manifestation as a thriving multiethnic democracy. Our approach addresses these themes pointing out how Taiwan Studies provides a multidisciplinary answer to problems of the transformation from colonialism to democracy.







Confucianism, Democratization, and Human Rights in Taiwan

Responding to the "Asian values" debate over the compatibility of Confucianism and liberal democracy, Confucianism, Democratization, and Human Rights in Taiwan, by Joel S. Fetzer and J. Christopher Soper, offers a rigorous, systematic investigation of the contributions of Confucian thought to democratization and the protection of women, indigenous peoples, and press freedom in Taiwan. Relying upon a unique combination of empirical analysis of public opinion surveys, legislative debates, public school textbooks, and interviews with leading Taiwanese political actors, this essential study documents the changing role of Confucianism in Taiwan's recent political history. While the ideology largely bolstered authoritarian rule in the past and played little role in Taiwan's democratization, the belief system is now in the process of transforming itself in a pro-democratic direction. In contrast to those who argue that Confucianism is inherently authoritarian, the authors contend that Confucianism is capable of multiple interpretations, including ones that legitimate democratic forms of government. At both the mass and the elite levels, Confucianism remains a powerful ideology in Taiwan despite or even because of the island's democratization. Borrowing from Max Weber's sociology of religion, the writers provide a distinctive theoretical argument for how an ideology like Confucianism can simultaneously accommodate itself to modernity and remain faithful to its core teachings as it decouples itself from the state. In doing so, Fetzer and Soper argue, Confucianism is behaving much like Catholicism, which moved from a position of ambivalence or even opposition to democracy to one of full support. The results of this study have profound implications for other Asian countries such as China and Singapore, which are also Confucian but have not yet made a full transition to democracy.




Transitions in Taiwan

"Taiwan's peaceful and democratic society is built upon on decades of authoritarian state violence that it is still coming to terms with. Following 50 years of Japanese colonization, Taiwan was occupied by the Chinese Nationalist Party (KMT) at the close of World War II in 1945. The party massacred thousands of Taiwanese while it established a military dictatorship on the island with the tacit support of the United States. Although early episodes of state violence (such as the 228 Incident in 1947) and post-1980s democratization in Taiwan have received a significant amount of literary and scholarly attention, relatively less has been written or translated about the White Terror and martial law period, which began in 1949. The White Terror was aimed at alleged proponents of Taiwanese independence as well as supposed communist collaborators wiped out an entire generation of intellectuals. Both native-born Taiwanese as well as mainland Chinese exiles were subject to imprisonment, torture, and execution. During this time, the KMT institutionally favored mainland Chinese over native-born Taiwanese and reserved most military, educational, and police positions for the former. Taiwanese were forcibly "re-educated" as Chinese subjects. China-centric national history curricula, forced Mandarin-language pedagogy and media, and the re-naming of streets and public spaces after places in China further enforced a representational regime of Chineseness to legitimize the authority of the KMT, which did not lift martial law until 1987. Taiwan's contemporary commitment to transitional justice and democracy hinges on this history of violence, for which this volume provides a literary treatment as essential as it is varied. This is among the first collection of stories to comprehensively address the social, political, and economic aspects of White Terror, and to do so with deep attention to their transnational character. Featuring contributions from many of Taiwan's most celebrated authors, and written in genres that range between realism, satire, and allegory, it examines the modes and mechanisms of the White Terror and party-state exploitation in prisons, farming villages, slums, military bases, and professional communities. Looking Through Taiwan

Anthropologists have long sought to extricate their work from the policies and agendas of those who dominate-and often oppress-their native subjects. Looking through Taiwan is an uncompromising look at a troubling chapter in American anthropology that reveals what happens when anthropologists fail to make fundamental ethnic and political distinctions in their work. Keelung Hong and Stephen O. Murray examine how Taiwanese realities have been represented-and misrepresented-in American social science literature, especially anthropology, in the post-World War II period. They trace anthropologists' complicity in the domination of a Taiwanese majority by a Chinese minority and in its obfuscation of social realities. At the base of these distortions, the authors argue, were the mutual interests of the Republic of China's military government and American social scientists in mischaracterizing Taiwan as representative of traditional Chinese culture. American anthropologists, eager to study China but denied access by its communist government, turned instead to fieldwork on the Republic of China's society, which they incorrectly and disingenuously interpreted to reflect traditional Chinese society on the mainland. Anthropologists overlooked the cultural and historical differences between the island and the mainland and effectively legitimized the People's Republic of China's claim on Taiwan. Looking through Taiwan is a powerful critique of American anthropology and a valuable reminder of the political and ethical implications of social science research and writing. This book provides a discussion of the general impact of WTO membership on both sides of the Taiwan Strait, and addresses the political and economic impact on cross-Strait relations of common membership.The book begins with an introduction which analyzes the state of cross-Strait economic and political relations on the eve of dual accession to the WTO and briefly introduces the chapters which follow. The first chapter discusses the concessions made by both sides in their accession agreements and is followed by two chapters which describe the manner in which the Taiwan economy was reformed to achieve compliance as well as the specific, restrictive trade regime that was put into place to manage mainland trade. The next two chapters deal with the implications of that restrictive trade regime for the Taiwan economy in Asia and with the nature of the interactions between the two sides within the WTO. The final four chapters of the volume examine the impact of membership on four sectors of the economy: finance; agriculture; electronics and automobiles. There is a post-script which briefly covers developments since the chapters were completed.

This book is part of a broad examination of Confucianism and its implications for modernization of the Confucian regions (covering mainland China, Taiwan, Hong Kong, Macau, Vietnam, Japan, South Korea, North Korea, and Singapore). It is mainly concerned with the industrialization and modernization of Taiwan. To help readers understand the process of modernization, the book provides an introduction to the history of Taiwan and to Confucianism and its modern implications. As far as social and economic principles are concerned, Taiwan's modernization is, according to the author, characterized by Americanization and modernizing Confucian manifestations. The book demonstrates that Taiwan has actually provided an important case study not only for the capitalist spirit of overseas Chinese, but also for possible implications of Confucianism for modernization. The unique character of this book is that in explaining Taiwan's modernization, it deals not only with economic and social issues, but also examines the philosophical foundations, an endeavor which no other author has systematically made before.
