General education and on-the-job training are major forces determining earnings. This contribution analyses the effects of general education and on-the-job training, relative to each other, on workers' relative earnings and on the probability of making an upwards transition in the earnings distribution. The analysis is done for Denmark, the Netherlands, Italy, and Spain, using the European Community Household Panel (1995-2001). Our results reveal that in all countries on-the-job training and high levels of general education reduce the risk of being in a low-pay situation, whereas they increase the probability of escaping from low-paid jobs to better-paid jobs. However, the relative contributions differ significantly, on-the-job training being relatively more important for upward mobility in Italy and Spain and tertiary education more important for reducing the risk of being in low pay in Denmark and the Netherlands.

A systematic approach to understanding and responding to the unique circumstances and needs of today's young adults can help to pave the way to a more productive and equitable tomorrow for young adults in particular and our society at large. Investing in The Health and Well-Being of Young Adults describes what is meant by the term young adulthood, who young adults are, what they are doing, and what they need. This study recommends actions that nonprofit programs and federal, state, and local agencies can take to help young adults make a successful transition from adolescence to adulthood. According to this report, young adults should be considered as a separate group from adolescents and older adults. Low-Wage Work in the United Kingdom

The United Kingdom's labor market policies place it in a kind of institutional middle ground between the United States and continental Europe. Low pay grew sharply between the late 1970s and the mid-1990s, in large part due to the decline of unions and collective bargaining and the removal of protections for the low paid. The changes instituted by Tony Blair's New Labour government since 1997, including the introduction of the National Minimum Wage, halted the growth in low pay but have not reversed it. Low-Wage Work in the United Kingdom explains why the current level of low-paying work remains one of the highest in Europe. The authors argue that the failure to deal with low pay reflects a policy approach which stressed reducing poverty, but also centers on the importance of moving people off benefits and into work, even at low wages. The U.K. government has introduced a version of the U.S. welfare to work policies and continues to stress the importance of a highly flexible and competitive labor market. A central policy theme has been that education and training can empower people to both enter work and to move into better paying jobs. The case study research reveals the endemic nature of low paid work and the difficulties workers face in escaping from the bottom end of the jobs ladder. However, compared to the United States, low paid workers in the United Kingdom do benefit from in-work social security benefits, targeted predominately at those with children, and entitlements to non-pay benefits such as annual leave, maternity and sick pay, and crucially, access to state-funded health care. Low-Wage Work in the United Kingdom skillfully illustrates the way that the interactions between government policies, labor market institutions, and the economy have ensured that low pay remains a persistent problem within the United Kingdom. Crime and Work

Greater labor market opportunities result in lower crime rates, a clear link that is often ignored in policy debates on crime reduction. This study examines the labor market characteristics of the offender/ex-offender population and the labor market conditions these potential workers face. It identifies ex-offenders as a distinctly disadvantaged subset of the low-wage workforce : they have little education, weak job histories, and weak labor market attachment, plus the additional penalty of a criminal record. Even at a time when the overall economy is growing, workers in this sector face higher levels of un- and underemployment. This monograph argues fuller employment for ex-inmates will need innovative labor market solutions, including increases in the minimum wage, more education and training, and the expansion of work supports such as the Earned Income Tax Credit.




Making It Work

Low-skilled women in the 1990s took widely different paths in trying to support their children. Some held good jobs with growth potential, some cycled in and out of low-paying jobs, some worked part time, and others stayed out of the labor force entirely. Scholars have closely analyzed the economic consequences of these varied trajectories, but little research has focused on the consequences of a mother's career path on her children's development. Making It Work, edited by Hirokazu Yoshikawa, Thomas Weisner, and Edward Lowe, looks past the economic statistics to illustrate how different employment trajectories affect the social and emotional lives of poor women and their children. Making It Work examines Milwaukee's New Hope program, an experiment testing the effectiveness of an anti-poverty initiative that provided health and child care subsidies, wage supplements, and other services to full-time low-wage workers. Employing parent surveys, teacher reports, child assessment measures, ethnographic studies, and state administrative records, Making It Work provides a detailed picture of how a mother's work trajectory affects her, her family, and her children's school performance, social behavior, and expectations for the future. Rashmita Mistry and Edward D. Lowe find that increases in a mother's income were linked to higher school performance in her children. Without large financial worries, mothers gained extra confidence in their ability to parent, which translated into better test scores and higher teacher appraisals for their children. JoAnn Hsueh finds that the children of women with erratic work schedules and non-standard hours—conditions endemic to the low-skilled labor market—exhibited higher levels of anxiety and depression. Conversely, Noemi Enchautegui-de-Jesus, Hirokazu Yoshikawa, and Vonnie McLoyd discover that better job quality predicted lower levels of acting-out and withdrawal among children. Perhaps most surprisingly, Anna Gassman-Pines, Hirokazu Yoshikawa, and Sandra Nay note that as wages for these workers rose, so did their marriage rates, suggesting that those worried about family values should also be concerned with alleviating poverty in America. It is too simplistic to say that parental work is either "good" or "bad" for children. Making It Work gives a nuanced view of how job quality, flexibility, and wages are of the utmost importance for the well-being of low-income parents and children.




Helping Low-Wage Workers Persist in Education Programs

Employment has long been held to be an important deterrent against poverty, and work is a core component of a range of federal efforts to improve the economic well-being of low-income families. However, recent trends in earnings and research both confirm that work alone is not sufficient to prevent poverty. While there is compelling evidence that additional years of schooling and advanced education credentials are associated with higher earnings, evaluations of education and basic skills training programs have yielded mixed results concerning their ability to increase earnings among low-income populations. This paper summarizes what is known from evaluations about the effectiveness of education acquisition to advance the earnings and careers of low-wage workers. The paper then discusses two popular community college strategies intended to increase academic success among this population: enhanced student services and performance-based scholarships. Recent research about performance-based scholarships suggests that they can have a large, positive effect on academic achievement among a predominately female, single-parent student population that faces multiple barriers to completing college.
