This book tells stories of some very chilling violent incidents that took place in insurgency torn state of Manipur during the 1990s, described as seen on the ground by the Author. Stories of innocent public suffering as victims of security force excesses, and inhuman tactics used during communal and ethnic clashes, which conveys how the common men got trapped in conflict situations, unable to predict what awaits them, when, where and how. The book also points out shortcomings in the system, both at institutional and ground level, and force incompetency in tackling insurgency and guerilla tactics especially in crowded urban settings.

This volume studies the various forms of ethnic autonomy envisioned within and outside the purview of the Sixth Schedule of the Indian Constitution. It explores the role of the British Indian administration and the Constituent Assembly of India in the introduction and inclusion of the schedule and the special provisions granted under it. Drawing on case studies from the states of Assam, Manipur, Meghalaya, and Sikkim in Northeast India and Darjeeling in West Bengal, it examines whether the practice of granting autonomy has been able to fulfil the political aspirations of the ethnic communities and how far autonomy settles or eases conflict. It also discusses sub-state nationalism and if it can be accommodated within autonomy, and studies the views of the central government and state governments towards such autonomy. An important contribution towards understanding India’s federal structure, the volume will be indispensable to students and researchers of politics, democracy, Indian Constitution, law, self-governance, political theory and South Asian studies.

This book gives a detailed assessment of the scope for strengthening economic capacities across sectors, ensuring economic prosperity through connectivity, and discusses the resource gaps. It comprehensively captures the wide range of economic possibilities existing in the north eastern region of India in terms of sectors, local resources, and expertise. Further, the book identifies gaps in supply chains and host of other factors around limited economic capacities and continued connectivity deficiencies that hold the region back. Key indicators like poverty and social sectors like health and education are presented in detail to cover the context in terms of the development parameters aligned with the SDGs. The wide variation in state-specific contexts has been captured based on full utilization of available data and information. In this book India's north-east comprising of eight states have been looked at from the perspectives of India's Act East policy, development cooperation with the neighbouring countries, promotion of trade including border trade, connectivity and economic corridors, infrastructure, and industrialization. In this direction, it makes several recommendations on drivers of economic growth and enablers of social sector development.
