Facts may seem to be independent, but in this study Stanley Raffle looks at them as expressions of commitment. Medical records, he believes, furnish a principal example of the actively oriented character of the factual commitment, and he draws on his experience of research among the records of a large modern hospital to demonstrate this. He describes how records are produced and reorganized as records, and discusses the grounds which provide for all the features of the records. He looks at the act of ‘observation’ in many apparently and concretely different places, and analyses the activity of noticing, viewing, recording a spectacle, where what is observed supposedly remains untouched by the observing. Dr Raffel goes on to show that observation, events, records and criteria of assessment such as reliability and completeness lose their status as unexplicated verities and become, instead, decisive and consequential courses of action. He points out, too, that the Socratic dialogues exemplify an orientation to commitment that even medical records, paradoxically, require if they are to be the matters of fact that they are.

The main concern of Dr Jarvie’s book is the relation of belief to action. He argues that people act in society because of beliefs, because of ‘the way they see things’. There is the world of physical and social conditioning – where fixed roles, tropisms, adaptations seem to operate; there is the world of mind – where action, alternatively, seems to originate; but then there is Karl Popper’s ‘third world’ – where dwell the objects of thought (ideals, theories, beliefs, values) which ‘directly affect how people act, and thus affect the way the world is’. Any serious attempt to explain social life has to come to terms with sociology's positivist legacy. It is a heritage on the one hand from the seventeenth-century political arithmeticians and the later moral statisticians who believed that quantification would provide the basis for a dispassionate analysis of social affairs; and on the other hand from the nineteenth-century post-Enlightenment social philosophers who were eager to develop an empirical science of society that would enable them to control social conduct – just as the physical sciences had provided the knowledge to tame nature. Yet every debate about the relation between positivism and sociology is clouded by the diversity of uses of the term 'positivism' – uses that are so varied that some can pronounce positivism dead while others find it still the vital force that dominates sociology. The particular merit of Peter Halfpenny's book is that it makes this diversity of uses its central theme. In order to provide a clear basis from which to assess controversial questions about the contribution of the positivist traditions to sociology, the book reviews twelve different important uses of the term 'positivism' that have emerged at different times since the mid-nineteenth century, when Auguste Comte coined both 'positivism' and 'sociology'. Choice, Rationality and Social Theory is a powerful rebuttal of the remarkably influential theories underlying 'rational choice analysis'. Rational choice analysis maintains that social life is principally to be explained as the outcome of rational choices on the part of individual actors. Adherents of this view include not only philosophers, political scientists and sociologists, but also prominent politicians in Western governments – notably of the United Kingdom and the United States. Rational choice analysis is said to be rigorous, capable of great technical sophistication, and able to generate powerful explanations on the basis of a few, relatively simple theoretical assumptions. Barry Hindess argues that the theory is seriously deficient, first, because there are important actors in the modern world other than human individuals, and second, because it says nothing about those processes of deliberation that play an important part in actors' decisions.
