OECD Green Growth Studies Addressing Industrial Air Pollution in Kazakhstan Reforming Environmental Payments Policy Guidelines

Book Description

Building on OECD previous analysis, this publication shows that Kazakhstan’s environmental payments (environmentally related taxes, non-compliance penalties and compensation for damage regulation) for industrial air pollutants, as currently applied, impede energy efficiency and pollution abatement with heavy-handed non-compliance responses and focus on rising revenues. They also add to the cost of doing businesses in the country with limited environmental benefit. In the spirit of the Polluter-Pays Principle, much more reforms of regulation of environmental payments are needed. This report provides guidelines for reform drawing from air pollution regulations in OECD member countries and the results of the analysis of the system in Kazakhstan carried out by the OECD in close co-operation with the Government of Kazakhstan.

Multi-dimensional Review of Paraguay

Book Description

Having achieved robust economic growth and remarkable macroeconomic stability over the past 15 years, Paraguay has set a course to become not only more prosperous, but also more inclusive by 2030. To deliver on its development ambition, the country will have to overcome a number of crosscutting constraints that limit progress towards widely shared improvements in citizen well-being, as identified in Volume 1 of the review. Putting Paraguay on a more inclusive development path requires co-ordinated actions to increase the capacity of the state to redistribute, to improve the delivery of public services, and to break the persistence of poverty and inequality across generations. This report discusses policy actions and priorities in three critical areas to make Paraguay’s development more inclusive. It presents in-depth analysis and recommendations to improve the effectiveness of social protection, the delivery of health services, and the formation of skills for all Paraguayans.

Global Governance and Muslim Organizations

Book Description

There are 1.6 billion Muslims in the world, represented on the world stage by 57 states, as well as a host of international organizations and associations. This book critically examines the engagement of these states in systems of global governance and with a variety of policy regimes, including climate change, energy, migration, humanitarian aid, international financial institutions, research and education. Chapters explore the dynamics of this engagement, the contributions to global order, the interests pursued and some of the contradictions and tensions within the Islamic world, and between that world and the ‘West’. An in-depth perspective is provided about the traditional and new forms of multilateralism and the policy spaces formed which provide new opportunities for the Muslim and non-Muslim world alike.

Kazakhstan: Accelerating Economic Diversification

Book Description

Kazakhstan has the potential to become an economic leader in Central Asia. Relying on oil and gas alone, however, will not produce the long-run level of growth needed to meet this potential. Reforms geared to improve the business climate, enhance competitiveness, and increase private sector participation are essential. This book examines reforms to accelerate economic diversification in the country. This involves not only modernizing and using public resources in agriculture more efficiently to increase productivity, but also transitioning of manufacturing toward high-potential exports to help the country’s industrial development and create employment opportunities. Upgrading innovation of oilfield services and improving transport and logistics are important to increase participation in the global value chains.
