Volume V of XII. The foundation of the Munitions Ministry was a revolutionary step, coinciding with the 'shells scandal' in which the failure of a series of British attacks: Neuve Chapelle, Aubers Ridge, Festubert and Loos - was blamed on inadequate supplies of munitions. A press outcry was followed by questions in Parliament which threatened to bring down the Government. The Ministry was set up in response. Previously, the War Office had been responsible for designing, ordering and inspecting ammunition factories and stores. But a year of war on a scale never foreseen, the creation of armies larger than ever contemplated, and the demand for unprecedented quantities of matériel showed the absolute necessity of providing centralised direction of mass war production. The Great War completely upset normal industrial conditions. Preparing this history of the Ministry of Munitions was started during the War itself. It was felt that consulting the officials concerned whilst they were still in post was vital, particularly as many such posts were temporary, and while the questions with which the history would deal were vividly present in their minds. Anti-Submarine Warfare in World War I

Investigating the employment of British aircraft against German submarines during the final years of the First World War, this new book places anti-submarine campaigns from the air in the wider history of the First World War. The Royal Naval Air Service invested heavily in aircraft of all types—aeroplanes, seaplanes, airships, and kite balloons—in order to counter the German U-boats. Under the Royal Air Force, the air campaign against U-boats continued uninterrupted. Aircraft bombed German U-boat bases in Flanders, conducted area and ‘hunting’ patrols around the coasts of Britain, and escorted merchant convoys to safety. Despite the fact that aircraft acting alone destroyed only one U-boat during the war, the overall contribution of naval aviation to foiling U-boat attacks was significant. Only five merchant vessels succumbed to submarine attack when convoyed by a combined air and surface escort during World War I. This book examines aircraft and weapons technology, aircrew training, and the aircraft production issues that shaped this campaign. Then, a close examination of anti-submarine operations—bombing, patrols, and escort—yields a significantly different judgment from existing interpretations of these operations. This study is the first to take an objective look at the writing and publication of the naval and air official histories as they told the story of naval aviation during the Great War. The author also examines the German view of aircraft effectiveness, through German actions, prisoner interrogations, official histories, and memoirs, to provide a comparative judgment. The conclusion closes with a brief narrative of post-war air anti-submarine developments and a summary of findings. Overall, the author concludes that despite the challenges of organization, training, and production the employment of aircraft against U-boats was largely successful during the Great War. Whilst the conflict will forever be remembered for the mud and slaughter of the Western Front, it was a war won on the factory floor as much as the battlefield. Examining the war from an industrial perspective, Arming the Western Front examines how the British between 1900 and 1920 set about mobilising economic and human resources to meet the challenge of 'industrial war'. Beginning with an assessment of the run up to war, the book examines Edwardian business-state relations in terms of armament supply. It then outlines events during the first year of the war, taking a critical view of competing constructs of the war and considering how these influenced decision makers in both the private and public domains. This sets the framework for an examination of the response of business firms to the demand for 'shells more shells', and their varying ability to innovate and manage changing methods of production and organisation. The outcome, a central theme of the book, was a complex and evolving trade-off between the quantity and quality of munitions supply, an issue that became particularly acute during the Battle of the Somme in 1916. This book shows how a stormy parliamentary debate over the sale of German properties in Nigeria on 8 November 1916 began the process which brought down Asquith and made Lloyd George prime minister. The colonial secretary, Bonar Law, who was also leader of the Conservative Party, wanted neutral firms to bid. Usually presented as a policy imposed on him by doctrinaire Liberal free-traders, it was in fact that of the colonial government, which hoped that encouraging foreign competition would prevent the Nigerian export economy becoming controlled by a ring of mainly Liverpool firms. Seeing itself as the defender of Nigerian interests, the Colonial Office endorsed this. The large British companies got up an agitation, which was taken over by Sir Edward Carson, the one significant opposition politician, as part of his attack on supposed German influence in high places. Law counter-attacked by arguing that a supposedly patriotic cause masked the greed of an emergent cartel. He succeeded because smaller British and African firms, trying to break into the now profitable produce export trade, had already painted that picture. By defeating Carson in the debate, Law became again an effective party leader, who hoped to re-invigorate the coalition, but instead found himself working with Lloyd George to sideline Asquith. Based on underused sources, and overturning established interpretations, the book situates the debate within the context of the development of the Nigerian economy, the conflicts between the major firms, the role of oils and fats in wartime, and the emergence of Nigerian nationalism.
