This is the third state and outlook report on the European environment produced by the European Environment Agency (EEA) since 1994. The last report, published in 1999 concluded that, despite 25 years of Community environmental policy, environmental quality in the European Union (EU) was mixed and that the unsustainable development of some key economic sectors was the major barrier to further improvements. That remains the EEA's key conclusion, despite significant progress on some issues demonstrating that environmental policy works. The next report is due in 2010, and the EEA intends to have played its part in reversing unsustainable trends in sectors such as energy, agriculture and transport. This report is in four parts: (A) an integrated assessment of the atmospheric, aquatic and terrestrial environment; (B) a core set of indicators, including pollution, biodiversity, climate change, agriculture, energy, fisheries and transport; (C) country analysis; and (D) a bibliography of EEA publications since 2000.

Voluntary environmental agreements (VEAs) – generally agreements between government and business – have been regarded by many as a key new instrument for meeting environmental objectives in a flexible manner. Their performance to date has, however, also led to considerable criticism, with several parties arguing that they are methods for avoiding real action that goes beyond "business-as-usual". Is either of these positions justified? The aim of this book is to highlight and learn the lessons from existing experience, looking not just at results but also at specific elements of agreements and also at the process of the agreement itself. Lessons are drawn from experience from across the world, covering the full range of environmental challenges, and from the perspective of key stakeholder groups. Importantly, the book also presents tools for assessing and improving existing agreements and includes recommendations and guidelines for future agreements in key areas such as climate change. It also deals at length with the problem of how such agreements might be used in developing and transitional economies. The overall view of the book is that there is a real potential for the future use of VEAs as part of the policy mix and as a tool for sharing the responsibility for meeting environmental objectives. For the agreements to play this role, however, significant steps are needed to ensure that they are effective, efficient, equitable and appropriately linked to a portfolio of other instruments. The book is divided into four sections. Small Powers at Sea presents an analysis of the marine policies of Denmark, Norway and Sweden from the First UN Conference on the Law of the Sea in 1958 until the conclusion of the Third UN Conference on the Law of the Sea in 1982. The main substantive chapters cover security aspects, continental shelf policies, fisheries, shipping and marine environment as well as deep seabed mining. The study is comparative and conducted from a political science perspective, discussing how to explain the rather divergent Scandinavian marine policies. A state-centric rational actor model can explain much of the variance, but other factors, including cognitive ones and the role of domestic politics, must be included to obtain a fuller understanding of Scandinavian policies over time and across issue areas.
