The Uruguay Round Agreements (URA) are the result of a series of negotiations among 117 countries held under the auspices of the General Agreement on Tariffs and Trade (GATT). Negotiations began on Sept. 29, 1986 and ended on Dec. 15, 1993. The Final Act was signed on Apr. 15, 1994, at a conference in Marrakesh, Morocco. The purpose of this report is twofold: (1) to review and analyze studies of the economy-wide effects of the URA; and (2) to analyze the impact of both tariff and nontariff provisions of the URA on agricultural, industrial, and service sectors of the U.S. economy.
