Improving Social Security in Canada


Book Description

The discussion paper provides Canadians with a framework for participating in the reform of our social security system. The paper takes a close look at why the social security system is not working for many Canadians and for the country as a whole. It sets a direction for change and offers a range of options for redesigning federal programs in the areas of working, learning and security. These programs include Unemployment Insurance, employment development services, child care and federal support for post-secondary education and social assistance. This paper explores the education theme in detail reviewing post-secondary education in Canada, its evolution & current state along with international comparisons, & labour market outcomes. It also looks at the federal role & support provided to provinces & territories, students, & to institutions. The future of federal support is discussed followed by a look at the need for improved financial assistance to students. Finally, a new student aid program is outlined. It would meet tuition costs to maintain & improve accessibility to education.

Contains information on participation in post-secondary education, part- and full-time study and employment, students' incomes and expenditures, mobility, language usage, and interest in Canadian studies. Trade, vocational students and medical residents were excluded from survey, but includes foreign students. Data are disaggregated by type of institution, level of study, full- or part-time status, major field of study and sex. This national survey is supplemented by surveys for each province available in companion reports. Results of a survey conducted by Statistics Canada during the Spring of 1984.
