Rising Global Interest in Farmland

This book aims to provide key pieces of information needed for informed debate about large-scale land acquisition by drawing on the experience from past land expansions, discussing predictions for potential future demand, and providing empirical evidence of what is happening on the ground in the countries most affected by the recent increase in demand for land. It complements demand side considerations with a detailed assessment of the amount of land, whether currently cultivated or not, that might potentially be available for agricultural cultivation at the global and country levels. It then describes in some detail the policies in place to manage land acquisition processes and analyzes how these policies may affect outcomes. This information can help governments in land abundant countries to assess how best to integrate increased demand for land into their rural development strategies and provide opportunities and benefits to all involved, including existing smallholders. This is particularly important as many of these countries also have high yield gaps. It also highlights how, in cases where land acquisition by large investors makes sense from a social, economic, and environmental perspective, governments can create an environment that can help to attract outside investment that contributes to broad-based growth and poverty reduction.

The scenario is dotted not only with old and new wounds but also with innovative strategies in an attempt to overcome existing delays. The chapters of the book are composed of scenarios full of case studies. The plans to be adopted to help the countries that have lagged behind fueled an intense debate since the obstacles to development, as evidenced by the extensive scientific literature available, now appeared to be the realities present in the socio-economic structures of a large number of villages. Although the data available are still few, it is assumed that the Covid-19 pandemic will make a landscape already full of criticalities even more fragile.

Targeting regional economic development (TRED) has a long and rich tradition among academic economists and in the world of economic development practitioners. Reaching the Rural Poor

Despite the fact that three quarters of the world's poor live in rural areas, the level of international development aid directed at rural areas has continued to decline over the last decade, particularly in terms of the agricultural sector. In 2001, lending for agricultural projects was the lowest in the World Bank's history. World Development Report 2008

The world's demand for food is expected to double within the next 50 years, while the natural resources that sustain agriculture will become increasingly scarce, degraded, and vulnerable to the effects of climate change. In many poor countries, agriculture accounts for at least 40 percent of GDP and 80 percent of employment. At the same time, about 70 percent of the world's poor live in rural areas and most depend on agriculture for their livelihoods. 'World Development Report 2008' seeks to assess where, when, and how agriculture can be an effective instrument for economic development, especially development that favors the poor. It examines several broad questions: How has agriculture changed in developing countries in the past 20 years? What are the important new challenges and opportunities for agriculture? Which new sources of agricultural growth can be captured cost effectively in particular in poor countries with large agricultural sectors as in Africa? How can agricultural growth be made more effective for poverty reduction? How can governments facilitate the transition of large populations out of agriculture, without simply transferring the burden of rural poverty to urban areas?
