Reconfiguring Citizenship

Citizenship as a status assumes that all those encompassed by the term 'citizen' are included, albeit within the boundaries of the nation-state. Yet citizenship practices can be both inclusionary and exclusionary, with far-reaching ramifications for both nationals and non-nationals. This volume explores the concept of citizenship and its practices within particular contexts and nation-states to identify whether its claims to inclusivity are justified. This will show whether the exclusionary dimensions experienced by some citizens and non-citizens are linked to deficiencies in the concept, country-specific policies or how it is practised in different contexts. The interrogation of citizenship is important in a globalising world where crossing borders raises issues of diversity and how citizenship status is framed. This raises the issue of human rights and their protection within the nation-state for people whose lifestyles differ from the prevailing ones. Besides highlighting the importance of human rights and social justice as integral to citizenship, it affirms the role of the nation-state in safeguarding these matters. It does so by building on Indigenous peoples' insights about linking citizenship to connections to other people and the environment and arguing for the inalienability and portability of citizenship rights guaranteed collectively through international level agreements. These issues are of particular concern to social workers given that they must act in accordance with the principles of democracy, equality and empowerment. However, citizenship issues are often inadequately articulated in social work theory and practice. This book redresses this by providing social workers with insights, knowledge, values and skills about citizenship practices to enable them to work more effectively with those excluded from enjoying the full rights of citizenship in the nation-states in which they reside.

Educated for Change?: Muslim Women in the West inserts Muslim women’s voice and action into the bifurcated, and otherwise male dominated, relations between the West and the Islamic East. A multilayered, multisite, educational ethnography, Buck and Silver’s study takes a novel approach to its feminist charge. Drawing upon thick description of refugee women’s school experiences in two seemingly distinct locations, Educated for Change? engages the dual nature of schooling as at once a disciplinary apparatus of local, national, and international governance, and paradoxically, a space and process through which school community members wield the power to observe, deliberate, and act as agents in the creative and willful endeavor of living. In doing so, the text locates formal schooling as a key location at which one can witness the politics of cultural change that emerge when Western and Islamic communities converge. Following an initial introduction to the ethno-historical formation and dissolution of the Somali postcolonial state resulting in a prolonged exodus of Somali citizens, the text is divided into two parts. Part One features an examination of young women’s approaches to schooling in the Dadaab refugee camps of northeastern Kenya; Part Two looks at schooling among Somali women resettled in a northern region of the United States. Each part includes a description of the unique, if interconnected, local factors and policies that give rise to particular forms and ends of schooling as designed for refugee women. Several chapters depict women’s strategic use of schooling to respond to structural forces, build intercultural social networks, and negotiate new ways of being Somali women. Educated for Change? concludes with an analysis of the implications of Somali refugee women’s schooling experiences for working definitions of global social justice that undergird feminist political scholarship and gender-sensitive, humanitarian aid policy and practice.

Ignorance and Change analyses the European refugee crisis of 2015–2016 from the perspective of ignorance studies showing how the media, decision-makers and academics engaged in the projection and reification of the future in relation to the crisis, the asylum system, and the solutions that were proposed. Why do recent crises fail to bring meaningful change? Why do we often see replication of the regimes of ignorance, inefficient knowledge and expertise practices? This book answers these questions by shifting the focus from the issue of change to our projections and expectations of what change will look like. Building on three comprehensive case studies, Poland, Hungary, and Romania, it demonstrates how ignorance and projectivity were essential for new Member States not only for managing the crisis but also for reaching a higher level of autonomy in relation to the EU. Employing an innovative interactional approach to ignorance, it bridges ignorance studies with sociology of future and migration research. Challenging the dominant interest in defining ignorance, it moves the focus from what ignorance is to what ignorance does. Reconfiguring Citizenship and National Identity in the North American Literary Imagination

Explores how traditional notions of citizenship are contested and altered through literature. Literature has always played a central role in creating and disseminating culturally specific notions of citizenship, nationhood, and belonging. In Reconfiguring Citizenship and National Identity in the North American Literary Imagination, author Kathy-Ann Tan investigates metaphors, configurations, parameters, and articulations of U.S. and Canadian citizenship that are enacted, renegotiated, and revised in modern literary texts, particularly during periods of emergence and crisis. Tan brings together for the first time a selection of canonical and lesser-known U.S. and Canadian writings for critical consideration. She begins by exploring literary depiction of "willful" or "wayward" citizens and those with precarious bodies that are viewed as threatening, undesirable, unacceptable—including refugees and asylum seekers, undocumented migrants, deportees, and stateless people. She also considers the rights to citizenship and political membership claimed by queer bodies and an examination of "new" and alternative forms of citizenship, such as denizenship, urban citizenship, diasporic citizenship, and Indigenous citizenship.
