Excerpt from Report, the Joint Committee of the Senate and House of Representatives of the Commonwealth of Pennsylvania: To Consider and Report Upon a Revision of the Corporation and Revenue Laws of the Commonwealth; To the Legislature, Pursuant to Joint Resolution of May 13, 1909, With Appendix Containing the Testimony Taken Before the Committee Before and at the time of the creation of this Committee there were pending in Congress several measures affecting both the subjects under consideration, notably the Act imposing an excise tax on corporations, joint stock companies, associations and insurance companies, which was approved August 5, 1909, and it was not until December 3, 1909, that the Secretary of the Treasury promulgated the regulations for the enforcement oi' that Act, and litigation thereunder is still pending.
