Marine accidents can occur at any time and everywhere in the world, resulting in loss of life, property, environment and reputation of the companies involved. Preventing accidents and establishing a safer world without accidents is an important agenda for the maritime industry. Since the enforcement of the International Safety Management Code in 1998, companies have taken various kinds of measures to prevent accidents. Unfortunately, measures have been undertaken in a disorganized manner, and have not been effective. Experts of risk management, the safety management system, and accident models have each undertaken accident preventive measures within the scope of their specific fields, but have not looked beyond the realm of their own fields. This book discusses systematic accident prevention by integrating multi-disciplinary expertise based on academic research, the quality management system which has already proved its effectiveness in other fields, and findings of the author’s research. In systematic accident prevention, the weaknesses of a system within which accidents and incidents have occurred are viewed by combining scientific accident investigation data based on the International Maritime Organization model and the accident model. The nature of every type of marine accident, such as collisions, groundings, occupational casualties, etc., are derived by combining the accident model and statistical data. System weaknesses are rectified by the risk reduction method of risk management, and the rectified performance is incorporated in improvement in the system by the PDCA cycle, which is the core of the Safety Management System. We can see the weakness in the system and reduce the number of accidents and incidents while utilizing limited resources optimally to prevent accidents and incidents.

Violence at Sea is an overview of maritime piracy, examining threats that piracy poses to global security and commerce, as well as measures and policies to mitigate the threat. The essays analyze piracy activities in key shipping lanes (including the African coast, the Arabian Sea, the Bay of Bengal, and the Straits of Malacca-South China Sea); piratical groups and their capabilities; case studies on overlaps between piracy, terrorism, and organized crime; legal and policy hurdles to combating piracy; tactical recommendations for combating piracy; and new trends and developments in the area. The counter response to maritime terrorism has been slow in coming, hampered by issues rooted in sovereignty, the laws of the sea, and the inherent challenges of international coordination. The Law of the Sea

The United Nations Convention on the Law of the Sea of 10 December 1982 entered into force on 16 November 1994. Since this date a single binding instrument has regulated the rights and duties of States at sea and regarding the sea. New concepts, such as the exclusive economic zone, archipelagic waters, transit passage through straits, and the International Seabed Area, are now fully recognized. The fifteen member States of the European Union are a significant sample for analyzing the practice of States, or at least that of the Western industrialized States, as regards the law of the sea. They include major and small maritime powers, coastal and land-locked States, States with coasts on the Atlantic Ocean and States with coasts on semi-enclosed seas such as the Baltic and the Mediterranean, States with and without involvement in deep seabed mining and States with different interests as regards fisheries. The fact that they all belong to the European Union is a very important common feature, which amply justifies the choice made to study them together. The book's aim is to give, through essays prepared by well-known specialists, a detailed survey of the attitudes and practice concerning the law of the sea of the member States of the European Union and of the European Community as such. The common positions of the member States and the results of their coordinated action also emerge from these essays. The fact that the member States and the European Community are now actively engaged in the process of becoming parties to the Law of the Sea Convention is certainly a major contribution to the consolidation of the Convention as a universal instrument, or at least as an instrument widely ratified by States of all continents and economic and political interests.

Incidents of piracy doubled in number from 2008 to 2009, highlighting the need for stronger measures to combat the problem. At the same time, the threat from terrorist actions in the maritime environment also represents an increasingly worrying trend. This book presents the proceedings of the NATO Centre of Excellence u Defence Against Terrorism (COE-DAT) Advanced Research Workshop, entitled aeMaritime Security and Defence Against TerrorismAE, held in Ankara, Turkey, in November 2010. The workshop consisted of four sessions: threats in the maritime environment; vulnerabilities and sensitivities of maritime security; combating the threats to maritime security and maritime terrorism; and lastly, Turkey's contribution to global maritime security. Each of the presentations was followed by a debate, with the 10 experts from five countries joining the group of international participants to discuss the issues raised together; the aim of the workshop being to facilitate awareness of the issues in NATO and affiliated countries.Representing a significant contribution to finding the way forward in maritime security, this book will be of interest to all those whose work involves them in countering piracy and the terrorist threat in the maritime environment.
