Resisting Europe


Book Description

Resisting Europe conceptualizes the foreign policies of Europe—defined as the European Union and its member states—toward the states in its immediate southern “neighborhood” as semi-imperial attempts to turn these states into Europe’s southern buffer zone, or borderlands. In these hybrid spaces, different types of rules and practices coexist and overlap, and negotiations over meaning and implementation take place. This book examines the diverse modalities by which states in the Mediterranean Middle East and North Africa (MENA) reject, resist, challenge, modify, or entirely change European policies and preferences and provides rich empirical evidence of these contestation practices in the fields of migration and border control, banking and finance, democracy promotion and telecommunications. It addresses the complex question of when and how MENA states capitalize on their leverage and interdependence in their relationships with Europe and contributes to a more comprehensive understanding of Europe-Middle East relations, while engaging with broader debates on power and interdependence, order and contestation in international relations. While a contribution on the practices of resistance and contestation of MENA states vis-à-vis European policies and preferences in this geopolitically significant region was overdue, this volume leads the way for subsequent studies that seek to overcome the constraints of exceptionalism so characteristic of research of the Middle East, Europe/the European Union, and certainly of their relationship.

On 9th May 1950 Robert Schuman (1886-1963) made the historic declaration that would form the foundation of the European Community. What is seldom appreciated is the remarkable degree to which Schuman's actions were the conscious implementation of the Neo-Thomistic project of Pope Leo XIII (1878-1903). Leo sought to employ the intellectual resources of St Thomas Aquinas to achieve «the restoration, both in rulers and peoples, of the principles of the Christian life in civil and domestic society». The resolution of the Church's difficulties with the French Republic and republicanism generally was a central goal of Leo's programme. In the half-century that followed a series of philosophers sought to envisage the concrete conditions under which Leo's vision could be realised. Foremost among them was Jacques Maritain (1882-1973). Robert Schuman was a close student of Aquinas and committed to the reconciliation of the Church and the Republic. As French Foreign Minister he sought to act upon Maritain's belief that a European federation conceived under the banner of liberty would ultimately lead to the establishment of a new Christendom.

Global Taxation investigates the global transition to modern taxation from the 18th century to today. Modern taxation refers to the broad-based tax instruments that allowed for the emergence of big government as we know it today, including, most prominently, income taxes and general consumption taxes. The volume draws on a new historical dataset of tax introduction worldwide to map the global spread of modern taxes descriptively and to explore its correlates analytically. It makes four contributions to the literature. First, it corrects a pervasive Western bias in historical political economy and fiscal sociology. Most of this literature focuses heavily on the tax policy of advanced democracies in Europe. The chapters of this volume explore how far Western theories and insights travel to non-Western contexts. Second, the volume mitigates a recency bias in much of the macro-quantitative literature in comparative political economy and public finance. The chapters investigate whether insights travel across time from recent to more distant periods of observation. Third, the volume compensates for the substantive preoccupation of extant research with the personal income tax and the VAT by extending the analysis to other important tax instruments: the corporate income tax, the inheritance tax, non-VAT sales taxes, and social security contributions. Finally, the volume goes beyond the prevalent methodological nationalism in fiscal sociology and comparative political economy. It shows that non-sovereign tax introductions were common in colonial and imperial settings and compares analytically how the logic of these non-sovereign introductions differed from sovereign ones.
