Excerpt from Russia in the Far East As this book goes to press, the Washington Conference on the Limitation of Armament is still in session, with the question of Siberia on that part of the agenda, which the Conference has not as jet reached. The book, therefore, does not contain the actual decisions of the Conference on the Russian question. It appears likely that these decisions will be entirely within the scope of the American position with regard to the "moral trusteeship" over Russia's national interests, and there is no doubt that the deliberations at the Conference will push to the fore many aspects of the Russian situation in the Far East. It is hoped, therefore, that this book will furnish a background for a clearer understanding of this important situation. Materials on the various Russian phases of the Far Eastern question are not easily available in this country, and their interpretation is most difficult.
