Due to its structural weaknesses Italy is one of the EU28 Member States worst hit by the crisis. The segmentation across gender, age, and territory is very marked and job opportunities are unevenly distributed among the labour force, with the marginalization of specific segments of the working population, in particular women and young people, and especially those residing in Southern regions. Since 2011 several labour market and social protection reforms have been introduced: in 2012 the Italian labour market was reformed (Fornero reform) and the recently formed Renzi Government has announced a new Programme for Labour Reforms (Jobs Act). The Italian Presidency programme is described in the 2014 Work Programme "Participation of Italy at the European Union". The document sets out the priority dossiers and areas on which Italy plans to engage at the European level.

The Italian Labor Market


Book Description

Despite improvements in labor market performance over the past decade, owing in part to past reforms, Italy's employment and productivity outcomes continue to lag behind those of its European peers. This paper reviews Italy's institutional landscape and labor market trends from a cross-country perspective, and discusses possible avenues for further reform. The policy discussion draws on international reform experience and on simulations based on a calibrated labor market matching model. A key lesson is that the details of reform design, and the sequencing of reforms, matter greatly for labor market outcomes and for the fiscal costs associated with these reforms.




The Political Economy of Work Security and Flexibility

The economic crisis has revealed the dark side of deregulation in the labour market: rising unemployment, limited access to social security and, due to low wages, no savings to count upon in bad times. This book casts light on the empirical relationship between labour market deregulation through non-standard contracts and the three main dimensions of worker security: employment, income and social security. Focusing on individual work histories, it looks at how labour market dynamics interact with the social protection system in bringing about inequality and insecurity. In this context Italy is put forward as the epitome of flexibility through non-standard work and compared with three similar countries: Germany, Spain and Japan. Results show that when flexibility is carried out as a mere cost-reduction device and social security only relies on insurance principles, deregulation leads to insecurity. 'The political economy of work security and flexibility' is essential reading for academics, students, practitioners and policy makers interested in the outcomes of labour market developments in advanced economies over the past twenty years.




Non-Standard Employment and Quality of Work

The international literature on non-standard employment has mostly focussed on its impact on employment, and more recently on working and living conditions. This volume explores these issues with special reference to Italy. Italy is characterized by very low participation rates (particularly women’s), a high degree of fragmentation of labour contracts and a very intense non-standard work diffusion that make this context a particularly interesting case for analysis. New elements of discussion are provided with reference to the interaction of non-standard work, employment probability and living conditions. Interesting insights on the impact of non-standard work on the transition to stable employment and workers’ careers emerge, suggesting a possible failure of companies’ internal systems of work evaluation. The effects on labour productivity and on companies’ performance are analysed. Within this framework, a new perspective on quality of work is suggested.

Italy remains an enigma for many observers. Recent Social Trends in Italy, 1960-1995, the sixth volume from the international Comparative Charting of Social Change program, provides a new and convincing schema for its comprehension. Educational Jobs: Youth and Employability in the Social Economy

In Europe the social economy employs almost 15 million workers. During the crisis years, unlike other sectors, it has often generated an increase in jobs. The aim of this comparative study is to investigate how to allow the supply and demand for young people to meet in the different types of social economy bodies. In particular, it concentrates on the problem of how to bring into line initial university training and the skills required by these organizations. The focus is placed on the varied family of training workers present in at least 75% of the organizations, whose professionalism is nevertheless rarely acknowledged. The papers proposed in this book try to identify the most suitable solutions at the level of curriculum, career development and accompanying measures, while drawing solutions from objective findings and not from training system needs or convictions.
