Focusing on the domestic impact of Japan's activities in Northeast China between 1931 and 1945, Young considers "metropolitan effects" of empire building: how people at home imagined and experienced the empire they called Manchukuo. Contrary to the conventional assumption that a few army officers and bureaucrats were responsible for Japan's overseas expansion, Young finds that a variety of organizations helped to mobilize popular support for Manchukuo—the mass media, the academy, chambers of commerce, women's organizations, youth groups, and agricultural cooperatives—leading to broad-based support among diverse groups of Japanese. As the empire was being built in China, Young shows, an imagined Manchukuo was emerging at home, constructed of visions of a defensive lifeline, a developing economy, and a settler's paradise.

Japan’s decision to attack the United States in 1941 is widely regarded as irrational to the point of suicidal. How could Japan hope to survive a war with, much less defeat, an enemy possessing an invulnerable homeland and an industrial base 10 times that of Japan? The Pacific War was one that Japan was always going to lose, so how does one explain Tokyo’s decision? Did the Japanese recognize the odds against them? Did they have a concept of victory, or at least of avoiding defeat? Or did the Japanese prefer a lost war to an unacceptable peace? Record finds that the Americans underestimated the role of fear and honor in Japanese calculations and overestimated the effectiveness of economic sanctions as a deterrent to war, whereas the Japanese underestimated the cohesion and resolve of an aroused American society and overestimated their own martial prowess as a means of defeating U.S. material superiority. He believes that the failure of deterrence was mutual, and that the descent of the United States and Japan into war contains lessons of great and continuing relevance to American foreign policy and defense decision-makers.

Remote Homeland, Recovered Borderland addresses a long-ignored issue in the existing studies of community construction: How does the past failure of an ethnic people to maintain sovereignty over their homeland influence their contemporary reconfigurations of ethnic and national identities? To answer this question, Shao Dan focuses on the Manzus, the second largest non-Han group in contemporary China, whose cultural and historical ancestors, the Manchus, ruled China from 1644 to 1912. Based on deep and rigorous empirical research, Shao analyzes the major forces responsible for the transformation of Manchu identity from the ruling group of the Qing empire to the minority of minorities in China today: the de-territorialization and provincialization of Manchuria in the late Qing, the remaking of national borders and ethnic boundaries during the Sino-Japanese contestation over Manchuria, and the power of the state to re-categorize borderland populations and ascribe ethnic identity in post-Qing republican states. Within the first half of the twentieth century, four regimes—the Qing empire under the Manchu royal clan, the Republic of China under the Nationalist Party, Manchuokuo under the Japanese Kanto Army, and the People’s Republic of China under the Communist Party—each grouped the Manchus into different ethnic and national categories while re-positioning Manchuria itself on their political maps in accordance with their differing definitions of statehood. During periods of state succession, Manchuria was transformed from the Manchu homeland in the Qing dynasty to an East Asian borderland in the early twentieth century, before becoming China’s territory recovered from the Japanese empire. As the transformation of territoriality took place, the hard boundaries of the Manchu community were reconfigured, its ways of self-identification reformed, and the space for its identity representations redefined. Taking the borderland approach, Remote Homeland goes beyond the single-country focus and looks instead at regional and cross-border perspectives. It is a study of China, but one that transcends traditional historiographies. As such, it will be of interest to scholars of modern China, Japanese empire, and Northeast Asian history, as well as to those engaged in the study of borderlands, ethnic identity, nationalism, and imperialism.

Between 1932 and 1945, more than 320,000 Japanese emigrated to Manchuria in northeast China with the dream of becoming land-owning farmers. Following the Soviet invasion of Manchuria and Japan’s surrender in August 1945, their dream turned into a nightmare. Since the late 1980s, popular Japanese conceptions have overlooked the disastrous impact of colonization and resurrected the utopian justification for creating Manchukuo, as the puppet state was known. This re-remembering, Mariko Tamanoi argues, constitutes a source of friction between China and Japan today. Memory Maps tells the compelling story of both the promise of a utopia and the tragic aftermath of its failure. An anthropologist, Tamanoi approaches her investigation of Manchuria’s colonization and collapse as a complex "history of the present," which in postcolonial studies refers to the examination of popular memory of past colonial relations of power. To mitigate this complexity, she has created four "memory maps" that draw on the recollections of former Japanese settlers, their children who were left in China and later repatriated, and Chinese who lived under Japanese rule in Manchuria. The first map presents the oral histories of farmers who emigrated from Nagano, Japan, to Manchuria between 1932 and 1945 and returned home after the war. Interviewees were asked to remember the colonization of Manchuria during Japan’s age of empire. Hikiage-mono (autobiographies) make up the second map. These are written memories of repatriation from the Soviet invasion to some time between 1946 and 1949. The third memory map is entitled "Orphans’ Voices." It examines the oral and written memories of the children of Japanese settlers who were left behind at the war’s end but returned to Japan after relations between China and Japan were normalized in 1972. The memories of Chinese who lived the age of empire in Manchuria make up the fourth map. This map also includes the memories of Chinese couples who adopted the abandoned children of Japanese settlers as well as the children themselves, who renounced their Japanese nationality and chose to remain in China. In the final chapter, Tamanoi considers theoretical questions of "the state" and the relationship between place, voice, and nostalgia. She also attempts to integrate the four memory maps in the transnational space covering Japan and China. Both fastidious in dealing with theoretical questions and engagingly written, Memory Maps contributes not only to the empirical study of the Japanese empire and its effects on the daily lives of Japanese and Chinese, but also to postcolonial theory as it applies to the use of memory.




When Right Makes Might

Why do great powers accommodate the rise of some challengers but contain and confront others, even at the risk of war? When Right Makes Might proposes that the ways in which a rising power legitimizes its expansionist aims significantly shapes great power responses. Stacie E. Goddard theorizes that when faced with a new challenger, great powers will attempt to divine the challenger’s intentions: does it pose a revolutionary threat to the system or can it be incorporated into the existing international order? Goddard departs from conventional theories of international relations by arguing that great powers come to understand a contender’s intentions not only through objective capabilities or costly signals but by observing how a rising power justifies its behavior to its audience. To understand the dynamics of rising powers, then, we must take seriously the role of legitimacy in international relations. A rising power’s ability to expand depends as much on its claims to right as it does on its growing might. As a result, When Right Makes Might poses significant questions for academics and policymakers alike. Underpinning her argument on the oft-ignored significance of public self-presentation, Goddard suggests that academics (and others) should recognize talk’s critical role in the formation of grand strategy. Unlike rationalist and realist theories that suggest rhetoric is mere window-dressing for power, When Right Makes Might argues that rhetoric fundamentally shapes the contours of grand strategy. Legitimacy is not marginal to international relations; it is essential to the practice of power politics, and rhetoric is central to that practice.
