In past decades, most democratic European countries sought to achieve a more equal division of labour between men and women, both within families and organisations. At the same time, they wanted to offer individuals and families sufficient freedom to determine their own roles. But how far can the basic values of 'equality' and 'freedom' be realised in the daily division of labour in a complex modern society? How can they be linked with other principles, such as 'solidarity' and 'efficiency'? Towards a democratic division of labour? starts from the challenge of balancing these values in all sections of modern society, introducing the Combination Model as a scientific tool for studying the division of professional and family work. Following an integrated conceptual approach, the book explains the historical evolution of the division of labour in modern welfare states. Three policy models are developed to illustrate how a democratic division of labour can be conceived in the long-term and the Complete Combination Model is presented as the most suitable for the development of an integrated policy programme. The Fragmentation of Aid


Book Description

This edited volume provides an assessment of an increasingly fragmented aid system. Development cooperation is fundamentally changing its character in the wake of global economic and political transformations and an ongoing debate about what constitutes, and how best to achieve, global development. This also has important implications for the setup of the aid architecture. The increasing number of donors and other actors as well as goals and instruments has created an environment that is increasingly difficult to manoeuvre. Critics describe today's aid architecture as 'fragmented': inefficient, overly complex and rigid in adapting to the dynamic landscape of international cooperation. By analysing the actions of donors and new development actors, this book gives important insights into how and why the aid architecture has moved in this direction. The contributors also discuss the associated costs, but also potential benefits of a diverse aid system, and provide some concrete options for the way forward.




Sustainable Development Goals and Human Rights

This open access book analyses the interplay of sustainable development and human rights from different perspectives including fight against poverty, health, gender equality, working conditions, climate change and the role of private actors. Each aspect is addressed from a more human rights-focused angle and a development-policy angle. This allows comparisons between the different approaches but also seeks to close gaps which would remain if only one perspective would be at the center of the discussions. Specifically, the book shows the strong connections between human rights and the objectives of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals adopted by the United Nations in 2015. Already the preamble of this document explicitly states that "the 17 Sustainable Development Goals ... seek to realise the human rights of all". Moreover, several goals and targets of the 2030 Agenda correspond to already existing individual human rights obligations. The contributions of this volume therefore also address how the implementation of human rights and SDGs can reinforce each other, but also point to critical shortcomings of the different approaches.




The Challenge of Coordinating European Development Policies

New Europe's New Development Aid


Book Description

This book examines the international development policies of five East Central European new EU member states, the Czech Republic, Hungary, Poland, Slovakia and Slovenia. These countries turned from being aid recipients to donors after the turn of the millennium in the run-up to EU accession in 2004. The book explains the evolution subsequent to EU accession and current state of foreign aid policies in the region and the reasons why these deviate from many of the internationally agreed best practices in development cooperation. It argues that after the turn of the millennium, a 'Global Consensus' has emerged on how to make foreign aid more effective for development. A comparison between the elements of the Global Consensus and the performance of the five countries reveals that while they have generally implemented little of these recommendations, there are also emerging differences between the countries, with the Czech Republic and Slovenia clearly aspiring to become globally responsible donors. Building on the literatures on foreign policy analysis, international socialization and interest group influence, the book develops a model of foreign aid policy making in order to explain the general reluctance of the five countries in implementing international best practices, and also the differences in their relative performance.

The overall objective of this manual is to enhance Commission staff's ability to diagnose a country's employment challenges, engage in technical dialogue with counterparts, and design targeted initiatives to promote employment and decent work. Specifically, this volume seeks to support policy dialogue and programming by providing practical guidance on the instruments and policy responses from which to choose. While recognising the broad range of policy areas relevant to promoting employment outcomes, the practical guidance provided on policies and instruments focuses on labour market policies and interventions. This focus does not imply prioritisation of labour market policies over other policy areas; instead, it reflects a pragmatic focus and the fact that similar practical guides already exist for other policy areas.
