To eliminate the negative aspects of program evaluation and yet to provide the necessary information to all UPP participants, this analysis was prepared. White it may not provide an answer to all of the questions necessary, it is a first attempt to concisely identify the work program proposed, the work that was accomplished, and reasons for the difference between them.
