US Policies in Central Asia

Democracy promotion, security and energy are the predominant themes of US policy in Central Asia after the Cold War. This book analyses how the Bush administration understood and pursued its interests in the Central Asia states, namely Kyrgyzstan, Tajikistan, Kazakhstan, Uzbekistan, Turkmenistan. It discusses the shift in US interests after September 11 and highlights key ideas, actors and processes that have been driving US policy in Central Asia. The author examines the similarities between the Bush and Obama administrations’ attitudes towards the region, and he points to the inadequacy of the personality focused, partisan accounts that have all too often been deployed to describe the two presidential administrations. To understand US Central Asian policy, it is necessary to appreciate the factors behind its continuities as well as the legacies of the September 11 attacks. Using case studies on the war on terror, energy and democracy, drawing on personal interviews with Americans and Central Asians as well as the fairly recent releases of declassified and leaked US Government documents via sources like the Rumsfeld Papers and Wikileaks, the author argues that the US approached Central Asia as a non-unitary state with an ambiguous hierarchy of interests. Traditionally domestic issues could be internationalised and non-state actors were able to play significant roles. The actual relationships between its interests were neither as harmonious nor as conflicted as the administration and some of its critics claimed. Shedding new light on US relations with Central Asia, this book is of interest to scholars of Central Asia, US Politics and International Relations.




The Central Asian Economies in the Twenty-First Century

This book analyzes the Central Asian economies of Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan, from their buffeting by the commodity boom of the early 2000s to its collapse in 2014. Richard Pomfret examines the countries’ relations with external powers and the possibilities for development offered by infrastructure projects as well as rail links between China and Europe. The transition of these nations from centrally planned to market-based economic systems was essentially complete by the early 2000s, when the region experienced a massive increase in world prices for energy and mineral exports. This raised incomes in the main oil and gas exporters, Kazakhstan and Turkmenistan; brought more benefits to the most populous country, Uzbekistan; and left the poorest countries, the Kyrgyz Republic and Tajikistan, dependent on remittances from migrant workers in oil-rich Russia and Kazakhstan. Pomfret considers the enhanced role of the Central Asian nations in the global economy and their varied ties to China, the European Union, Russia, and the United States. With improved infrastructure and connectivity between China and Europe (reflected in regular rail freight services since 2011 and China’s announcement of its Belt and Road Initiative in 2013), relaxation of United Nations sanctions against Iran in 2016, and the change in Uzbekistan’s presidency in late 2016, a window of opportunity appears to have opened for Central Asian countries to achieve more sustainable economic futures.




Slow Anti-Americanism

Negative views of the United States abound, but we know too little about how such views affect politics. Drawing on careful research on post-Soviet Central Asia, Edward Schatz argues that anti-Americanism is best seen not as a rising tide that swamps or as a conflagration that overwhelms. Rather, "America" is a symbolic resource that resides quietly in the mundane but always has potential value for social and political mobilizers. Using a wide range of evidence and a novel analytic framework, Schatz considers how Islamist movements, human rights activists, and labor mobilizers across Central Asia avail themselves of this fact, thus changing their ability to pursue their respective agendas. By refocusing our analytic gaze away from high politics, he affords us a clearer view of the slower-moving, partially occluded, and socially embedded processes that ground how "America" becomes political. In turn, we gain a nuanced appreciation of the downstream effects of US foreign policy choices and a sober sense of the challenges posed by the politics of traveling images. Most treatments of anti-Americanism focus on politics in the realm of presidential elections and foreign policies. By focusing instead on symbols, Schatz lays bare how changing public attitudes shift social relations in politically significant ways, and considers how changing symbolic depictions of the United States recombine the raw material available for social mobilizers. Just like sediment traveling along waterways before reaching its final destination, the raw material that constitutes symbolic America can travel among various social groups, and can settle into place to form the basis of new social meanings. Symbolic America, Schatz shows us, matters for politics in Central Asia and beyond.

The Return of Foreign Fighters to Central Asia


Book Description

Central Asia is the third largest point of origin for Salafi jihadist foreign fighters in the conflagration in Syria and Iraq, with more than 4,000 total fighters joining the conflict since 2012 and 2,500 reportedly arriving in the 2014-2015 timeframe alone. As the Islamic State of Iraq and the Levant (ISIL) continues to lose territory under duress from U.S.-led anti-ISIL coalition activities, some predict that many may return home bent on jihad and generating terror and instability across Central Asia. Yet several factors indicate that such an ominous foreign fighter return may not materialize. Among these factors are that a majority of Central Asians fighting for ISIL and the al-Nusra Front in Syria and Iraq are recruited while working abroad in Russia, often from low-wage jobs under poor conditions making the recruits ripe for radicalization. In addition, many of those heading for jihad in Syria and the Levant expect that they are on a "one way journey," some to martyrdom but most for a completely new life, and do not plan a return. Most Central Asian states face their greatest risk of domestic instability and violent extremism as a reaction to political repression and counterterrorism (CT) policies that counterproductively conflate political opposition and the open practice of Islam with a domestic jihadist threat. If improperly calibrated, greater U.S. CT assistance to address foreign fighter returns may strengthen illiberal regime short-term focus on political power consolidation, overplay the limited risks of foreign fighter returns, and increase the risks of domestic unrest and future instability. The United States has few means to pressure Central Asian regimes into policies that address the main drivers of domestic radicalization, such as political inclusion and religious freedom. Although an imperfect instrument, U.S. security assistance-and the specific subset of CT assistance-is a significant lever. U.S. CT assistance for Central Asia should eschew additional general lethal assistance and instead scope security attention toward border security intelligence and physical capacity enhancements. This CT aid should be paired with important, complementary socioeconomic programs that help with countering violent extremism, including greater religious and political openness along with support for the Central Asian diaspora.




The Long Game on the Silk Road

This book argues that American and European policies toward Central Asia and the Caucasus suffer from both conceptual and structural impediments. It traces the framework of Western policies to the 1975 Helsinki Final Act, which resulted in the stovepiping of relations into political, economic, and democracy categories – and in often uncoordinated or contradictory policies. While the authors embrace the goal of promoting human rights and democracy, they argue that the antagonistic methods adopted to advance this goal have proven counter-productive. They propose that Western governments work with the regional states rather than on or against them; and that instead of focusing directly on political systems, policies should focus on developing the quality of governance and help build institutions that will be building blocks of rule of law and democracy in the long term. The authors also argue that Western leaders have largely failed to grasp the significance of this region, relegated it to a subordinate status and thus damaging western interests. The development of sovereign, economically strong, and effectively self-governing states in the Caucasus and Central Asia is an important goal in its own right; the book stresses the importance of a region where the development and preservation of secular statehood could become a model for the entire Muslim world.
