Venture capital (VC) refers to investments provided to early-stage, innovative, and high growth start-up companies. Using the PLI, add-on products, such as graphical waveform displays or pre and post simulation analysis tools, can be easily developed. This ability to create thi- party add-on products for Verilog simulators has created new markets and provided the Verilog user base with multiple sources of software tools. Hardware design engineers can, and should, use the Verilog PLI to customize their Verilog simulation environment. A Company that designs graphics chips, for ex- ple, may wish to see the simulation results of a new design in some custom graphical display. The Verilog PLI makes it possible, and even trivial, to integrate custom so- ware, such as a graphical display program, into a Verilog simulator. The simulation results can then dynamically be displayed in the custom format during simulation. And, if the company uses Verilog simulators from multiple simulator vendors, this integrated graphical display will work with all the simulators.

Greenhouse gas (GHG) offsets have long been promoted as an important element of a comprehensive climate policy approach. Offset programs can reduce the overall cost of achieving a given emission goal by enabling emission reductions to occur where costs are lower. Offsets have the potential to deliver sustainability co-benefits, through technology development and transfer. They can also develop human and institutional capacity for reducing emissions in sectors and locations not included in a cap and trade or a mandatory government policy. However, offsets can pose a risk to the environmental integrity of climate actions, especially if issues surrounding additionality, permanence, leakage, quantification and verification are not adequately addressed. The challenge is to design offset programs and policies that can maximize their potential benefits while minimizing their potential risks. This handbook provides a systematic and comprehensive review of existing offset programs. It looks at what offsets are, how offset mechanisms function, and the successes and pitfalls they have encountered. At the end of 1917, after three years of trench warfare on the Western Front, the Allied armies of Britain and France, and those of their main opponent, Germany, had reached a point of exhaustion and hibernation.On March 21 1918, the German Army launched a massive assault on the Western Front, hurling fifty-nine divisions into battle against the British Fifth Army, smashing through British lines and advancing 40 miles per week. More offensives were to follow throughout the spring, including at Aisne and Marne, with the aim of ending the war before American forces could reach the Continent and reinforce the Allied lines. Nevertheless, although the German Army left the British Army reeling, the Tommies retreated in good order and fought all the way.
