On the north and east approaches within thirty or forty miles of the Canada line and Lake Champlain on' the south, within fifteen or twenty miles of the Mohawk River, and on the west, within the same distance of Black River. It embraces nearly the whole of Essex, Warren, and Hamilton Counties, the southwest portion of Clinton, the south half of Franklin, the southeastern third of St. Lawrence, the eastern third of Lewis, and the northern half of Herkimer.
