The War on Poverty in Mississippi

President Lyndon B. Johnson’s war on poverty instigated a ferocious backlash in Mississippi. Federally funded programs—the embodiment of 1960s liberalism—directly clashed with Mississippi’s closed society. From 1965 to 1973, opposing forces transformed the state. In this state-level history of the war on poverty, Emma J. Folwell traces the attempts of white and black Mississippians to address the state’s dire economic circumstances through antipoverty programs. At times, the war on poverty became a powerful tool for black empowerment. But more often, antipoverty programs served as a potent catalyst of white resistance to black advancement. After the momentous events of 1964, both black activism and white opposition to black empowerment evolved due to these federal efforts. White Mississippians deployed massive resistance in part to stifle any black economic empowerment, twisting antipoverty programs into tools to marginalize black political power. For many years Chicago’s looming large-scale housing projects defined the city, and their demolition and redevelopment—via the Chicago Housing Authority’s Plan for Transformation—has been perhaps the most startling change in the city’s urban landscape in the last twenty years. The Plan, which reflects a broader policy effort to remake public housing in cities across the country, seeks to deconcentrate poverty by transforming high-poverty public housing complexes into mixed-income developments and thereby integrating once-isolated public housing residents into the social and economic fabric of the city. But is the Plan an ambitious example of urban regeneration or a not-so-veiled effort at gentrification? In the most thorough examination of mixed-income public housing redevelopment to date, Robert J. Chaskin and Mark L. New Orleans After the Promises

In the 1960s and 1970s, the United States and Japan went through massive welfare expansions that sparked debates about citizenship. At the heart of these disputes stood African Americans and Koreans. Reinventing Citizenship offers a comparative study of African American welfare activism in Los Angeles and Koreans’ campaigns for welfare rights in Kawasaki. In working-class and poor neighborhoods in both locations, African Americans and Koreans sought not only to be recognized as citizens but also to become legitimate constituting members of communities. Local activists in Los Angeles and Kawasaki ardently challenged the welfare institutions. By creating opposition movements and voicing alternative visions of citizenship, African American leaders, Tsuchiya argues, turned Lyndon B. Johnson’s War on Poverty into a battle for equality. Koreans countered the city’s and the nation’s exclusionary policies and asserted their welfare rights. Welfare Magnets

"The best way of handling the question of how much to give the poor, politicians have discovered, is to avoid doing anything about it at all," note Paul Peterson and Mark Rom. The issue of the minimum people need in order to live decently is so difficult that Congress has left this crucial question to the states—even though the federal government foots three-fourths of the bill for about 15 million Americans who receive cash and food stamp benefits. The states differ widely in their assessment of what a family needs to meet a reasonable standard of living, and the interstate differences in welfare benefits cannot be explained by variations in wage levels or costs of living. The states with higher welfare benefits act as magnets by attracting or retaining poor people. In the competition to avoid becoming welfare havens, states have cut welfare benefits in real dollars by more than one-third since 1970. The authors propose the establishment of a minimum federal welfare standard, which would both reduce the interstate variation in welfare benefits and stem their overall decline. Peterson and Rom develop their argument in four steps. First they show how the politics of welfare magnets works in a case study of policymaking in Wisconsin. Second, they present their analysis of the overall magnet effect in American state politics, finding evidence that states with high welfare benefits experiencing disproportionate growth in their poverty rates make deeper welfare cuts. Third, they describe the process by which the current system came into being, identifying the reform efforts and political crises that have contributed to the centralization of welfare policy as well as the regional, partisan, and group interests that have resisted these changes. Finally, the authors propose a practical step that can go a long way toward achieving a national welfare standard; then assess it's cost, benefits, and political feasibility.
