The end of the Cold War has caused a massive restructuring of the Armed Forces and has precipitated nearly unprecedented force structure downsizing based upon the perceived reduced threat to national security. In addition to reshaping the military forces to meet the warfighting and peacekeeping requirements, a new national strategy must include how to man, equip, and train those national defense organizations that remain. This study addresses the need to continue a viable Army ROTC program to produce high quality junior officers as well as maintain a positive, mutually beneficial presence on university and college campuses throughout the nation during what promises to be an era of severely restrained resources. The paper begins with a brief historical look at officer training and moves through the present to the future in how to reshape and refocus Army ROTC to continue a viable, successful on-campus program.







Managing Military Organisations

This book deals with the processes and theories involved in managing military organisations in both peacetime and crisis conditions. Examining the challenges faced by policymakers and military commanders in conducting military operations, this book considers the benefits of conventional management and organisation theory for the military. At the same time, these essays recognise that the military should be considered as a highly individual organisation, operating in exceptional circumstances. Development of the Army ROTC Management Simulation Program


Book Description

Development of a system of simulations, which capitalizes on assessment center procedures, for use in training of management skills in Army ROTC is presented. The program consists of four independent modules of training material, an instructor's guide and an evaluation guide. The material provides the students the opportunity to perform managerial tasks such as decision-making, problem analysis, planning, organizing, delegation, control, and utilizing interpersonal skills. The program utilizes in-baskets, individual planning exercises, and role playing.




From Root to McNamara

While military history abounds in the dramatic fare of battles and campaigns, definitive analysis of the evolution of the organization and administration of the departmental headquarters in the capitals has been a relatively neglected field. Yet upon the efficiency and effectiveness of the administrative apparatus needed to build, train, equip, and supply armed forces depends much of the success in the test of battle. The present study grew out of a monograph originally designed to provide a simple guide to the principal changes in Army departmental organization since 1942. Expanded later to cover the period beginning with 1900, the era of reform introduced by Secretary of War Elihu Root, and to provide a larger measure of analysis, this study traces changes relating to Army management in the central headquarters down to the early 1960s when new and dramatic reforms in Army organization were carried out during the regime of Secretary of Defense Robert S. McNamara. The account focuses on a single but important theme-the management of the Army administrative and logistical structure in the era of America's rise to global power.
