This two-volume set describes a flexible and adaptive system-based methodology and associated guidelines for the management and allocation of community-based WELF resources. Over the next 50 years, rapid population, urbanization, and economic growth worldwide will create unprecedented demands for water, energy, land, and food (WELF) resources. The discussion on how to meet human needs for WELF resources and how to guarantee their respective securities has changed over time from looking at all four sectors in isolation to understanding their interdependency through the so-called WELF nexus. The approach presented in this book responds to the overall agreement in the WELF nexus literature that the management and allocation of WELF resources at the community level need to be examined in a more systemic, multidisciplinary, participatory, and practical manner while seeking to increase synergies and reduce trade-offs. This book was written to explore the value proposition of that approach. Volume 1 focuses on defining the landscape in which the nexus operates and outlines the proposed methodology. Volume 2 explores the quantitative and qualitative modeling of the nexus and landscape using system modeling tools including system dynamics. It presents a road map for the formulation, simulation, selection, and ranking of possible intervention plans. The proposed methodology is designed to serve as a guide for different groups involved in the science and policy decision aspects of the WELF nexus within the context of community development. The methodology focuses mostly on WELF-related issues in small-scale and low-income communities where securing resources is critical to their short- and long-term livelihood and development.

Grasping the Water, Energy, and Food Security Nexus in the Local Context


Book Description

The existence of water, energy, and food (WEF) is critical for people to fulfil their basic needs, to achieve welfare, and to support the Sustainable Development Goals (SDGs). The WEF security topic is becoming widely discussed in developing and developed countries. Major components of WEF security i.e. availability, accessibility, and quality should be achieved integratedly to avoid unexpected impacts. The interconnectedness among endogenous and exogenous variables such as environmental, socio-economic, and political factors makes this issue immensely complex. The nexus approach attempts to integrate management and governance across sectors and scales to improve WEF security. This study aims to grasp WEF security in a local context and evaluate the implications of planned local interventions by developing a conceptual and quantitative analysis with local stakeholders. Karawang Regency in Indonesia is chosen as the case study. Several strategies for WEF-related sectors are formulated using location quotient (LQ) and competitive position (CP) methods. In addition, qualitative and quantitative system dynamics models are established by involving related stakeholders through group model building. Finally, a nexus-based framework for WEF security is developed to assist local policymakers in doing the evaluation and planning of WEF resources in the region.

It is beyond doubt that the interconnectedness between food, energy, water security and environmental sustainability exists and is getting amplified with increased globalization. It has been recognized that efforts to address only one part of a systemic problem by neglecting other inherently interlinked aspects may not lead to desirable and sustainable outcomes. In this perspective, policy- and decision- making requires a nexus approach that reduces trade-offs and builds synergies across sectors, and helps to reduce costs and increase benefits for humans and nature compared to independent approaches to the management of water, energy, food and the environment. In the past, work related to the Nexus has looked at the interactions between water and food or water and energy, but there has been a reluctance to bring forward a broader systematic perspective that captures the multiple sectors and resource dependencies while understanding its cost to the environment if we neglect these linkages.
