This book brings forth the spatial concern of our planners in development efforts in general and backward areas in particular. It provides a detailed account of the criteria of identification, areal coverage, financial and organisationl structure of individual programme both in the context of time and space. Finally, it attempts to assess the impact of these programmes. This work will help all concerned in two ways: (i) learning from the Indian Experience in developing backward areas and replicating the Indian model, and (ii) providing research material for future planning to ensure the economic efficiency, social effectiveness and development efficacy of the new arrangements.




Explaining Economic Backwardness

This monograph is about an exciting episode in the intellectual history of Europe: the vigorous debate among leading Polish historians on the sources of the economic development and non-development, including the origins of economic divisions within Europe. The work covers nearly fifty years of this debate between the publication of two pivotal works in 1947 and 1994. Anna Sosnowska provides an insightful interpretation of how local and generational experience shaped the notions of post-1945 Polish historians about Eastern European backwardness, and how their debate influenced Western historical sociology, social theories of development and dependency in peripheral areas, and the image of Eastern Europe in Western, Marxist-inspired social science. Although created under the adverse conditions of state socialism and censorship, this body of scholarship had an important repercussion in international social science of the post-war period, contributing an emphasis on international comparisons, as well as a stress on social theory and explanations. Sosnowska's analysis also helps to understand current differences that lead to conflicts between Europe's richest and economically most developed core and its southern and eastern peripheries. The historians she studies also investigated analogies between paths in Eastern Europe and regions of West Africa, Latin America and East Asia.




Regional Development Planning and Practice

Regional Development and Public Policy Challenges in India

This book emphasizes the need for experimenting with more deliberate and rigorous policy processes to attain balanced regional development, which can promote both equity and efficiency in India’s development discourse. The institutional mechanisms for dealing with regional imbalance in India have not been very successful so far. With rising discrepancies in development, demand for autonomy continues along with a new dimension of regionalism arising from submerged identity along with political and economic aspirations, which demanded new channels for solution. So far, attempts to create space for autonomy have possibly not optimally accommodated the conceptual mechanisms like equity and democratic process. Thus democratizing policy process using six pillars of voice: knowledge, objective, fundamental values, implementation framework and public awareness can ensure a better policy outcome for dealing with the persistent challenges of regional disparity in India. Emancipatory Urbanization


Book Description

Peripheral mountain territories are often a critical backbone resource for metropolitan areas. Redefined relationships can catalyze new synergies for urbanization and alternative livelihood strategies. The overdevelopment of the South-East coastal cities in Greater China has caused environmental degradation, unbalanced economic growth, and acute social disparities between the developed Pearl River Delta and the remote mountain territories in Guangdong Province. In this book, the Dongjiang River Basin in Guangdong is taken as a laboratory for alternative and bottom up urbanization scenarios. Opportunities are presented for micro-economic scenarios, livelihood diversification and the development of rural-urban habitats located in the hinterland of the coastal zone. The rediscovery of ancient mountain territories as a productive resource is emphasized for a new phase of urbanization. Overshadowed by the dominance of global city networks – liveable cities responsive to climate change, conscious of the scarcity of resources, and aware of widening social inequalities, may not be found in densely populated urban areas. The underestimated potential of mountain territories with dispersed settlement structures are proposed as an alternative people-oriented urbanity.
