Author's abstract: Over the past decade, research has been devoted to bridging the gap in academics and opportunity among African-American males. Missing from the dialogue however, are the voices of African-American female leaders. This voice will not only play an instrumental part in mediating cultural misunderstandings that occur in the classroom, but it will also facilitate a much needed conversation in understanding gender and race by displaying different views on educational leadership. Thus, the purpose of this study is to explore the perceptions of the opportunity gap among African-American female principals in Title I schools to raise the presence of their voice in this educational discussion. As the opportunity gap is an issue that has a global impact, this research can be transferred to various contexts in the educational setting. The findings that emerged from this study can assist both rural and Title I school districts in reevaluating existing educational programs or aid in designing new initiatives to improve outcomes for low performing African-American males. Moreover, this data can support school districts in developing the cultural competence of teachers and staff through professional development and culturally sensitive pedagogy. This study included an elementary, middle, and high school principal. Using a phenomenological approach, the participants were encouraged to discuss factors influencing their leadership practices, internal and external barriers and actions taken to overcome those barriers, and measures to enhance staff effectiveness through professional development. After two interview cycles, the researcher analyzed participants’ responses through the lens of Critical Race Theory and existing literature resulting in four emergent themes. One theme was related to perceived barriers. The next theme was tied to a particular leadership style. The final two themes were linked to the participant’s race and gender. Though presented in earlier literature as symbols of oppression and inequality, for the participants in this study, race and gender served as vehicles to address the opportunity gap in meaningful ways for African-American males in their Title I schools.

The Black-White Test Score Gap

" The test score gap between blacks and whites—on vocabulary, reading, and math tests, as well as on tests that claim to measure scholastic aptitude and intelligence--is large enough to have far-reaching social and economic consequences. In their introduction to this book, Christopher Jencks and Meredith Phillips argue that eliminating the disparity would dramatically reduce economic and educational inequality between blacks and whites. Indeed, they think that closing the gap would do more to promote racial equality than any other strategy now under serious discussion. The book offers a comprehensive look at the factors that contribute to the test score gap and discusses options for substantially reducing it. Although significant attempts have been made over the past three decades to shrink the test score gap, including increased funding for predominantly black schools, desegregation of southern schools, and programs to alleviate poverty, the median black American still scores below 75 percent of American whites on most standardized tests. The book brings together recent evidence on some of the most controversial and puzzling aspects of the test score debate, including the role of test bias, heredity, and family background. It also looks at how and why the gap has changed over the past generation, reviews the educational, psychological, and cultural explanations for the gap, and analyzes its educational and economic consequences. The authors demonstrate that traditional explanations account for only a small part of the black-white test score gap. They argue that this is partly because traditional explanations have put too much emphasis on racial disparities in economic resources, both in homes and in schools, and on demographic factors like family structure. They say that successful theories will put more emphasis on psychological and cultural factors, such as the way black and white parents teach their children to deal with things they do not know or understand, and the way black and white children respond to the same classroom experiences. Finally, they call for large-scale experiments to determine the effects of schools' racial mix, class size, ability grouping, and other policies. The Nonnegotiable: Educating African-American Male Students K-12 will highlight several salient points that were stimulated from NCLB, better known as the No Child Left Behind Act. The book presents several alarming problems. One problem is the dropout rate. Research indicates 53 percent of African-American males nationwide drop out of school. Research indicates African-American high school students are notably falling behind their Caucasian counterparts in graduation rates, dropout rates, literacy rates, and college preparedness rates. According to the Schott 50 State Report on Public Education and Black Males, African-American and Hispanic twelfth-grade students read at approximately the same level as Caucasian eighth-grade students. The National Assessment of Educational Progress reports that 88 percent of African-American eighth graders read below grade level, compared to 62 percent of Caucasian eighth graders. The goal of the book is to afford each reader the opportunity to cultivate their educational outlook on African-American males and provide their schools with effective, culturally responsive reform. The overarching goal for this book is to bring enlightenment to a dark cloud that hovers over the success or lack of success of the African-American male student.

New Visions of Collective Achievement

In decades of school reform, from Brown v. Board of Education to the No Child Left Behind Act and the recursive educational reforms they have ushered into our schools, improving the achievement outcomes of students of color has been a primary focus in public education. The new code for addressing this concern is the current focus on closing the "achievement gap" between Black and White students--especially, for African American males, the group that continues to occupy the bottom tiers in of achievement at all levels of school. This concern raises the question why, for generation after generation, have African American males not been successful academically. There is a significant body of research supported by quantitative measures showing low-test scores, high dropout rates, crime and incarceration statistics which suggest that African American males are not successful in school or in society. Existing research shows that African American males are least likely to be employed and most likely to be imprisoned. They are oftentimes most likely to be overrepresented in categories associated with school failure.
