In this paper, we explore how different norms around property rights affect the empowerment of women of different social positions over the life cycle. We first review the conceptual foundations of property, empowerment, and intersectionality, and then present the methodology and empirical findings from ethnographic field work in Nepal. Going beyond formal ownership of property, we look at changes in property rights over personal and joint property at different stages of women’s lives. Finally, the paper makes recommendations for how research and development projects, especially in South Asia, can avoid misinterpreting asset and empowerment data by incorporating nuance around the concepts of property rights over the household life cycle

For the study, the four SDGs were reviewed as such WOREC has been relentlessly working since twenty six years on women’s health, gender equality, safe migration and advocacy on decent work and climate action in 9 different districts namely Kailali, Dang, Udayapur, Morang, Sunsari, Siraha, Dhanusha, Bardiya and Sindhuli. Though goal 8 and 13 are not being reviewed in HLPF this year, WOREC reviewed these goals being these its expertise areas so that the human and financial resources can be maximised in reviewing the implementation of SDGs at local level. WOREC’s human resources in aforementioned districts were mobilized to carry out focus group discussions and key informant interviews. During the data collection at the grassroots level, the community people were oriented on the basic knowledge on SDGs. Realizing that the local government officers such as women and children officers present in all the districts of Nepal are the key people to implement SDGs, WOREC facilitated orientations on SDGs, making them accountable to its execution. Additionally, awareness was raised among the networks and groups at the grass roots including women human rights defenders.

Women constitute a large portion of the economically active population engaged in agriculture. International instruments on human rights, the environment and sustainable development reaffirm the principle of non-discrimination on the basis of sex or gender. Yet women often face gendered obstacles in realizing their rights and feeding their families. The right to an adequate standard of living, including adequate food, may thus not be fulfilled. These obstacles may stem from directly or indirectly discriminatory norms or from entrenched socio-cultural practices, or both. This study analyses the gender dimension of agriculture-related legislation in a selection of different countries around the world, examining the legal status of women in three key areas: rights to land and other natural resources; rights of women agricultural workers; and rights concerning women's agricultural self-employment activities, ranging from women's status in rural cooperatives to their access to credit, training and extension services.
