An international joint study by the Food and Agriculture Organization of the United Nations (FAO) and UNESCO's International Institute for Educational Planning (IIEP) was conducted on education and rural development to review the status of the topic from the standpoint of public policies and the conceptual frameworks on which they are based and also to shed light on what may be called "good practice." The findings of the study are meant to serve not as models, but rather as points of reference for all those who are seeking ways of developing education in rural areas and contributing more effectively to rural development. Chapter I, "Education and Rural Development: Setting the Framework" (David Atchoarena and Charlotte Sedel), provides a contextual and theoretical introduction to the new rural development and poverty reduction thinking, as well as a discussion on the contribution of education to rural development. In Chapter II, "Basic Education in Rural Areas: Status, Issues and Prospects" (Michael Lakin with Lavinia Gasperini), the book reviews in depth the provision of basic education in rural areas and offers some policy directions for improvement. Further exploring a particular dimension of basic education, Chapter III, "Making Learning Relevant: Principles and Evidence from Recent Experiences" (Peter Taylor, Daniel Desmond, James Grieshop and Aarti Subramaniam), devotes specific attention to strategies linking the formal school teaching with students' life environment, including agriculture, and to garden-based learning. The intention is to provide updated information and new insights on much-debated aspects which are often associated with rural areas although their application is much broader. Chapter IV, "Strategies and Institutions for Promoting Skills for Rural Development" (David Atchoarena, Ian Wallace, Kate Green, and Candido Alberto Gomes), shifts the analysis from education to work and discusses the implications of the transformation of rural labor markets for skill development. A particular concern is the rise in rural non-farm employment and the need to enlarge the policy focus from agricultural education and training to technical and vocational education for rural development. This debate is taken further in Chapter V, "Higher Education and Rural Development: A New Perspective" (Charles Maguire and David Atchoarena), which considers higher level skills and the contribution of the tertiary education sector to rural development. Special attention is given to the reform of higher agricultural institutions and lessons based on case studies are provided to document good practice in institutional reform. Finally, Chapter VI, "Main Findings and Implications for Policy and Donor Support" (David Atchoarena with Lavinia Gasperini, Michael Lakin and Charles Maguire), concentrates on the main findings of the study and discusses policy implications and possible responses for donors and countries. With the larger role that the agricultural sector plays in the Eastern Europe and Central Asian (ECA) region, emphasis must be placed on the sector's sustained growth and prosperity. The Bank strategy for rural development in the ECA region during the early phase of transition emphasized the reform of agricultural policies and assistance in privatizing, restructuring, and rebuilding agriculture and agro-industrial complexes. In retrospect, it can be seen that the ECA countries concerned made the right choice when they set their objective to transform their socialized agriculture into a private-ownership and market-based system. Given the developments of the past decade, it is clear, however, that the initial expectations for the outcomes of such reforms were overly optimistic. The transition process in agriculture is far more complex than originally envisaged by both the countries themselves and the international community, including the Bank. Increased social problems and alarming growth of poverty have added a new, unexpected, dimension to the transition process. As the analysis indicates, the region's rural economy is still struggling to adjust to new economic realities, and this will require further refinement and adjustment of the Bank's approach as well. This volume, based on an overview of recent regional developments, summarizes the revised World Bank assistance strategy for rural development in the ECA region.

Mobilizing for Development

Mobilizing for Development tackles the question of how countries achieve rural development and offers a new way of thinking about East Asia's political economy that challenges the developmental state paradigm. Through a comparison of Taiwan (1950s–1970s), South Korea (1950s–1970s), and China (1980s–2000s), Kristen E. Looney shows that different types of development outcomes—improvements in agricultural production, rural living standards, and the village environment—were realized to different degrees, at different times, and in different ways. She argues that rural modernization campaigns, defined as policies demanding high levels of mobilization to effect dramatic change, played a central role in the region and that divergent development outcomes can be attributed to the interplay between campaigns and institutions. The analysis departs from common portrayals of the developmental state as wholly technocratic and demonstrates that rural development was not just a byproduct of industrialization. Looney's research is based on several years of fieldwork in Asia and makes a unique contribution by systematically comparing China's development experience with other countries. Relevant to political science, economic history, rural sociology, and Asian Studies, the book enriches our understanding of state-led development and agrarian change.

Use of mobile phones by the rural poor - gender perspectives from selected Asian countries

Mobile phones have been shown (though not uniformly) to positively contribute in various ways to rural development, from reducing information asymmetry, improving functional networks, to increasing access to services and finance. Yet a digital gender divide exists. When contrasted with the fact that women compromise 43% of the worlds’ agricultural labor force, this digital gender divide can inhibit rural development. There is substantial exploration of the digital gender divide in the literatur e. Yet the answers to questions regarding differential access and use of information and communication technologies are mostly inconclusive. This study tries identify the information needs of the rural poor with gender dissagregated statistics.
