Whilst actions by business interests are widely acknowledged to be a central mechanism of European integration, the capacity of formal groups which represent them to contribute meaningfully to the integration process is little understood. Based on original research with 50 EU business associations and 150 of their members, this unique book assesses the effectiveness of EU business associations and their potential to bring value to the EU policy making process and to their members, and lends a methodology by which they can be evaluated.

Interest organizations have always assumed a prominent place in European politics because they link states with citizens, institutionalize the resolution of social conflicts, regulate important sectors of the economy and society, contribute to workable policy outcomes and socialize members into democratic politics. However, the plethora of interest group studies that exist have not consolidated our understanding of these actors. These analyses have been subject to the vagaries of different theoretical perspectives and vary greatly in their conceptual and methodological frameworks. Consequently, a not always complementary and fragmented series of findings has emerged. This book is a systematic and comprehensive effort at investigating and integrating the state of the art in European interest group research. Combining the analysis of interest group politics in the EU with the comparative study of interest organizations, the book seeks to identify the areas about which there is consolidated knowledge, that are marked by controversies, in which considerable uncertainty exists, that have been omitted from research programs and that ought to be part of future studies. Thereby, it provides a general reflection on how the study of interest group politics can be improved by linking it to the comparative study of governance. The role of civil society organisations in Brussels is debated. Some view them as representatives of their members and thus as legitimising agents for policy-making in the European Union. Others see them as being elitist and out of touch with their membership bases, therefore ill-suited to promote democracy at the EU level. Taking civil society organisations in the EU’s external relations as an example, Meike Rodekamp submits these controversial views to a reality check. Interviews with representatives of civil society organisations in Brussels and their member organisations in the EU show that the Brussels offices have not lost contact with their members. However, member organisations differ substantially in their participation in internal decision-making processes, which raises doubts about the legitimacy gains through civil society participation in EU policy-making.




Transnational Financial Associations and the Governance of Global Finance

The role of business in global governance is now widely recognized, but exploration of its role in global financial governance has been more haphazard than systematic. This book provides the first comprehensive analysis of the role of transnational financial associations (TFAs) in the organization of global finance. This book develops three theoretical themes of assemblage, functionality, and power as enrolment. These themes challenge approaches that treat financial power as emanating from a single location or force. Whilst existing approaches tend to treat TFAs as irrelevant or as merely transmitting power originating elsewhere, this book argues that power must be created by painstakingly assembling actors, networks, and objects that are often quite autonomous and working at cross purposes to one another—a process in which TFAs play a central role. The book explores these themes in chapters examining the roles of TFAs in interacting with public authorities, constructing global financial markets, and creating financial communities. The authors additionally analyse the roles of TFAs in the European Union, in the Global South, and in promoting goals other than profitability, including Islamic finance, microfinancing, savings banks and cooperatives.
