Artificial Intelligence and International Conflict in Cyberspace


Book Description

This edited volume explores how artificial intelligence (AI) is transforming international conflict in cyberspace. Over the past three decades, cyberspace developed into a crucial frontier and issue of international conflict. However, scholarly work on the relationship between AI and conflict in cyberspace has been produced along somewhat rigid disciplinary boundaries and an even more rigid sociotechnical divide – wherein technical and social scholarship are seldomly brought into a conversation. This is the first volume to address these themes through a comprehensive and cross-disciplinary approach. With the intent of exploring the question ‘what is at stake with the use of automation in international conflict in cyberspace through AI?’, the chapters in the volume focus on three broad themes, namely: (1) technical and operational, (2) strategic and geopolitical and (3) normative and legal. These also constitute the three parts in which the chapters of this volume are organised, although these thematic sections should not be considered as an analytical or a disciplinary demarcation. This book will be of much interest to students of cyber-conflict, AI, security studies and International Relations. Implications of Artificial Intelligence for Cybersecurity

In recent years, interest and progress in the area of artificial intelligence (AI) and machine learning (ML) have boomed, with new applications vigorously pursued across many sectors. At the same time, the computing and communications technologies on which we have come to rely present serious security concerns: cyberattacks have escalated in number, frequency, and impact, drawing increased attention to the vulnerabilities of cyber systems and the need to increase their security. In the face of this changing landscape, there is significant concern and interest among policymakers, security practitioners, technologists, researchers, and the public about the potential implications of AI and ML for cybersecurity. The National Academies of Sciences, Engineering, and Medicine convened a workshop on March 12-13, 2019 to discuss and explore these concerns. Adopting a multidisciplinary perspective, this book explores the key challenges associated with the proliferation of cyber capabilities. Over the past two decades, a new man-made domain of conflict has materialized. Alongside armed conflict in the domains of land, sea, air, and space, hostilities between different types of political actors are now taking place in cyberspace. This volume addresses the challenges posed by cyberspace hostility from theoretical, political, strategic and legal perspectives. In doing so, and in contrast to current literature, cyber-security is analysed through a multidimensional lens, as opposed to being treated solely as a military or criminal issues, for example. The individual chapters map out the different scholarly and political positions associated with various key aspects of cyber conflict and seek to answer the following questions: do existing theories provide sufficient answers to the current challenges posed by conflict in cyberspace, and, if not, could alternative approaches be developed?; how do states and non-state actors make use of cyber-weapons when pursuing strategic and political aims?; and, how does the advent of conflict in cyberspace challenge our established legal framework?
