Between the sixth and twentieth centuries, the civil service examinations created and maintained political coherence across the Chinese polity. Preparation for the examinations transformed the lives of literate elites by defining educational standards and disseminating a language that determined elite status. However, as participation in the examinations became central to that status, an intense competition to determine the educational curriculum and the subject matter of the examinations erupted between intellectual and political rivals. The principal goal of this book is to explain the restructuring of the examination field during a critical point in its history, the Southern Song dynasty (1127-1279), which witnessed the increasing domination of the examinations by the Neo-Confucian Learning of the Way movement. By analyzing textbooks, examination questions and essays, and official and private commentary, Hilde De Weerdt examines how occupational, political, and intellectual groups shaped curricular standards and examination criteria and how examination standards in turn shaped political and intellectual agendas. These questions reframe the debate about the civil service examinations and their place in the imperial order.

This book examines public administration in South Asia in the context of rapid changes and modernization of administrative traditions, thoughts, and practices. The existing literature has, however, not given adequate attention to these developments, at least in a single volume. The book describes both the shared administrative traditions of Bhutan, Bangladesh, China, India, the Maldives, Nepal, Pakistan, and Sri Lanka, and how far they have adapted their administrative systems to respond to contemporary administrative and governance challenges. The book studies how national civil service reforms have been carried out in each member state of South Asia and how the national civil service acts and different regulations are being implemented, as well as what are the critical factors associated with the implementation of national civil service acts and reform measures in the region.




The Fight for Asian American Civil Rights

From the early 1900s, liberal Protestants grafted social welfare work onto spiritual concerns on both sides of the Pacific. Their goal: to forge links between whites and Asians that countered anti-Asian discrimination in the United States. Their test: uprooting racial hatreds that, despite their efforts, led to the shameful incarceration of Japanese Americans in World War II. Sarah M. Griffith draws on the experiences of liberal Protestants, and the Young Men's Christian Association in particular, to reveal the intellectual, social, and political forces that powered this movement. Engaging a wealth of unexplored primary and secondary sources, Griffith explores how YMCA leaders and their partners in the academy and distinct Asian American communities labored to mitigate racism. The alliance's early work, based in mainstream ideas of assimilation and integration, ran aground on the Japanese exclusion law of 1924. Yet their vision of Christian internationalism and interracial cooperation maintained through the World War II internment trauma. As Griffith shows, liberal Protestants emerged from that dark time with a reenergized campaign to reshape Asian-white relations in the postwar era.




A Different Shade of Justice

In the Jim Crow South, Chinese, Filipino, Japanese, and, later, Vietnamese and Indian Americans faced obstacles similar to those experienced by African Americans in their fight for civil and human rights. Although they were not black, Asian Americans generally were not considered white and thus were subject to school segregation, antimiscegenation laws, and discriminatory business practices. As Asian Americans attempted to establish themselves in the South, they found that institutionalized racism thwarted their efforts time and again. However, this book tells the story of their resistance and documents how Asian American political actors and civil rights activists challenged existing definitions of rights and justice in the South. From the formation of Chinese and Japanese communities in the early twentieth century through Indian hotel owners' battles against business discrimination in the 1980s and '90s, Stephanie Hinnershitz shows how Asian Americans organized carefully constructed legal battles that often traveled to the state and federal supreme courts. Drawing from legislative and legal records as well as oral histories, memoirs, and newspapers, Hinnershitz describes a movement that ran alongside and at times intersected with the African American fight for justice, and she restores Asian Americans to the fraught legacy of civil rights in the South.




Civil Examinations and Meritocracy in Late Imperial China

During China's late imperial period (roughly 1400-1900 CE), men would gather by the millions every two or three years outside official examination compounds sprinkled across China. Only one percent of candidates would complete the academic regimen that would earn them a post in the administrative bureaucracy. Civil Examinations assesses the role of education, examination, and China's civil service in fostering the world's first professional class based on demonstrated knowledge and skill. While millions of men dreamed of the worldly advancement an imperial education promised, many more wondered what went on inside the prestigious walled-off examination compounds. As Benjamin A. Elman reveals, what occurred was the weaving of a complex social web. Civil examinations had been instituted in China as early as the seventh century CE, but in the Ming and Qing eras they were the nexus linking the intellectual, political, and economic life of imperial China. Local elites and members of the court sought to influence how the government regulated the classical curriculum and selected civil officials. As a guarantor of educational merit, civil examinations served to tie the dynasty to the privileged gentry and literati classes--both ideologically and institutionally. China did away with its classical examination system in 1905. But this carefully balanced and constantly contested piece of social engineering, worked out over the course of centuries, was an early harbinger of the meritocratic regime of college boards and other entrance exams that undergirds higher education in much of the world today.
