This Safety Report has been developed as part of the IAEA programme on occupational radiation protection to provide for the application of its safety standards in implementing a graded approach to the protection of workers against exposures associated with uranium mining and processing. The publication describes the methods of production associated with the uranium industry and provides practical information on the radiological risks to workers in the exploration, mining and processing of uranium. It is a compilation of detailed information on uranium mining and processing stages and techniques, general radiation protection considerations in the relevant industry, general methodology applicable for control, monitoring and dose assessment, exposure pathways, and radiation protection programs for the range of commonly used mining and processing techniques.

This publication provides States and operators with advice for defining, implementing, maintaining or enhancing their nuclear security regime for the protection of uranium ore concentrate against unauthorized removal. It defines prudent management practice as required by IAEA recommendations document IAEA Nuclear Security Series No. 13, Nuclear Security Recommendations on Physical Protection of Nuclear Material and Nuclear Facilities (INFCIRC/225/Revision 5), for this category of material. This advice can be adopted in the form of regulations or applied as voluntary standards. States, regulatory bodies, and industry may choose to tailor their implementation of this advice to meet their national circumstances.







Critical Analysis of World Uranium Resources

The U.S. Department of Energy, Energy Information Administration (EIA) joined with the U.S. Department of the Interior, U.S. Geological Survey (USGS) to analyze the world uranium supply and demand balance. To evaluate short- term primary supply (0-15 years), the analysis focused on Reasonably Assured Resources (RAR), which are resources pro- jected with a high degree of geologic assurance and considered to be economically feasible to mine. Such resources include uranium resources from mines currently in production as well as resources that are in the stages of feasibility or of being permit- ted. Sources of secondary supply for uranium, such as stockpiles and reprocessed fuel, were also examined. To evaluate long- term primary supply, estimates of uranium from unconventional and from undiscovered resources were analyzed.

Trends Towards Sustainability in the Nuclear Fuel Cycle

Interest in expanding nuclear power to cope with rising demand for energy and potential climate change places increased attention on the nuclear fuel cycle and whether significant moves are being taken towards ensuring sustainability over the long term. Future nuclear power programme decisions will be increasingly based on strategic considerations involving the complete nuclear fuel cycle, as illustrated by the international joint projects for Generation IV reactors. Currently, 90% of installed reactors worldwide operate on a once-through nuclear fuel cycle using uranium-oxide fuel. While closing the fuel cycle has been a general aim for several decades, progress towards that goal has been slow. This report reviews developments in the fuel cycle over the past ten years, potential developments over the next decade and the outlook for the longer term.
