Sea Basing

The availability of land bases from which to launch and maintain military, diplomatic, and humanitarian relief operations is becoming increasingly uncertain because of physical or political constraints. The ability to operate from a sea base, therefore, is likely to become more and more important. The Defense Science Board recently concluded that Sea Basing will be a critical future joint military capability and that DOD should proceed to develop such capability. Following the DSB report, the Navy requested that the National Research Council (NRC) convene a workshop to assess the science and technology base, both inside and outside the Navy, for developing Sea Basing and to identify R&D for supporting future concepts. This report of the workshop includes an examination of Sea Basing operational concepts; ship and aircraft technology available to make Sea Basing work; and issues involved in creating the sea base as a joint system of systems.




Base Politics

According to the Department of Defense's 2004 Base Structure Report, the United States officially maintains 860 overseas military installations and another 115 on noncontinental U.S. territories. Over the last fifteen years the Department of Defense has been moving from a few large-footprint bases to smaller and much more numerous bases across the globe. This so-called lily-pad strategy, designed to allow high-speed reactions to military emergencies anywhere in the world, has provoked significant debate in military circles and sometimes-fierce contention within the polity of the host countries. In Base Politics, Alexander Cooley examines how domestic politics in different host countries, especially in periods of democratic transition, affect the status of U.S. bases and the degree to which the U.S. military has become a part of their local and national landscapes. Overseas bases, Cooley shows, are not merely installations that serve a military purpose. For host governments and citizens, U.S. bases are also concrete institutions and embodiments of U.S. power, identity, and diplomacy. Analyzing the degree to which overseas bases become enmeshed in local political agendas and interests, Base Politics will be required reading for anyone interested in understanding the extent—and limits—of America's overseas military influence.




Averting Crisis in Ukraine

This Council Special Report, commissioned by CFR's Center for Preventive Action, takes all these issues into account and examines the many challenges facing Ukraine. The report comprehensively analyzes the country's difficulties, related to both domestic conditions -- for example, fractious politics and deeply divided public opinion -- and foreign policy -- for example, issues related to the Black Sea Fleet and Ukrainian and European dependence on Russia's natural gas. One need not agree with this judgment to find Pifer's analysis of value. Averting Crisis in Ukraine takes a clear-eyed look at the issues that could cause instability -- or worse -- in Ukraine. But it also recommends practical steps that could increase the prospect that Ukraine will enjoy a prosperous, democratic, and independent future.
