Policy analysts and government agencies promote a particular form of what they term water quality trading as a means to address the most vexing obstacle to meeting water quality standards: reducing nutrient pollutants from agricultural nonpoint sources. However, agricultural nonpoint sources' participation in water quality trading programs will only make limited contributions to lowering overall pollutant loads. We argue that economists need to more clearly articulate the limitations of current and proposed water quality trading programs as a water quality management strategy. A new generation of market-like incentive policies will be necessary to make significant progress in reducing agricultural nonpoint source loads.

Water pollution control has been a top environmental policy priority of the world’s most developed countries for decades, and the focus of significant regulation and public and private spending. Yet, significant water quality problems remain, and trends for some pollutants are in the wrong direction. This book addresses the economics of water pollution control and water pollution control policy in agriculture, with an aim towards providing students, environmental policy analysts, and other environmental professionals with economic concepts and tools essential to understanding the problem and crafting solutions that can be effective and efficient. The book will also examine existing policies and proposed reforms in the developed world. Although this book addresses and has a general applicability to major water pollutants from agriculture (e.g., pesticides, pharmaceuticals, sediments, nutrients), it will focus on the sediment and nutrient pollution problem. Theory, Modeling and Experience in the Management of Nonpoint-Source Pollution

Nonpoint-source pollution (NPSP) poses a special challenge to society's ability to manage its collective environmental good - especially surface and groundwater quality. Since there is no `point', such as an outfall pipe, from which the pollution is being discharged and can be measured, pollution can reach the ambient environment without being monitored. Since management of air and water polution requires the definition and enforcement of limits on discharges or the imposition of fees on those discharges, inability to measure limits our ability to manage this environmental problem. This book presents a state-of-the-art review and discussion of economists' efforts to resolve this major problem and attempts to provide a way of working around it. The book sets forth the theoretical issues, modeling, and the actual programs set up to confront this issue.




Watershed Management for Potable Water Supply


Book Description

In 1997, New York City adopted a mammoth watershed agreement to protect its drinking water and avoid filtration of its large upstate surface water supply. Shortly thereafter, the NRC began an analysis of the agreement's scientific validity. The resulting book finds New York City's watershed agreement to be a good template for proactive watershed management that, if properly implemented, will maintain high water quality. However, it cautions that the agreement is not a guarantee of permanent filtration avoidance because of changing regulations, uncertainties regarding pollution sources, advances in treatment technologies, and natural variations in watershed conditions. The book recommends that New York City place its highest priority on pathogenic microorganisms in the watershed and direct its resources toward improving methods for detecting pathogens, understanding pathogen transport and fate, and demonstrating that best management practices will remove pathogens. Other recommendations, which are broadly applicable to surface water supplies across the country, target buffer zones, stormwater management, water quality monitoring, and effluent trading.




Governing Water Quality Limits in Agricultural Watersheds


Book Description

The diffuse runoff of agricultural nutrients, also called agricultural nonpoint source pollution (NPS), is a widespread threat to freshwater resources. Despite decades of research into the processes of eutrophication and agricultural nutrient management, social, economic, and political barriers have slowed progress towards improving water quality. A critical challenge to managing agricultural NPS pollution is motivating landowners to act against their individual farm production incentives in response to distant ecological impacts. The complexity of governing the social-ecological system requires improved understanding of how policy shapes farmer behavior to improve the state of water quality. This dissertation contributes both theoretically and empirically to NPS pollution governance by examining the impacts of water quality policy design on farmer nutrient management decision making and behavior. In the first study, I theoretically contextualize the issue of agricultural NPS pollution in the broader discussion of environmental public goods dilemmas to suggest that an increased focus on the link between policy and behavior can improve sustainable resource management. I propose two empirical approaches to study the policy-behavior link in environmental public goods dilemmas: 1) explicit incorporation of social psychological and behavioral variables and 2) utilization of actor mental models, or perceptions of the world that guide decision making, to identify behavioral drivers and outcomes. In the second and third studies, I then use these approaches to examine how water quality policies for agricultural NPS collectively change farmer behavior to reduce nutrient emissions. The second chapter uses a quantitative, survey-based approach to examine the relationship between mandatory policy design and behavior change in New Zealand. I find that a shift to mandatory policy is not immediately associated with increased adoption of nutrient management practices, but the mandatory policy design is important for potential future behavior change and long-term policy support. In the third study, I combine qualitative methodology with network analysis of qualitative data to examine a spectrum of agricultural NPS pollution policies in Vermont, USA and Taupo and Rotorua, New Zealand. I use farmer mental models to examine behavior change within each of the regions, the perceived drivers of behavior change and perceived outcomes of the policy. In this study, farmers across all three regions cite mandatory water policy as a key behavioral driver, but in each region, policy design interacts with the social-ecological context to produce distinct patterns of behaviors and perceived outcomes. Taken together, this dissertation demonstrates that agricultural NPS pollution policy design must consider the interactions between policy and other social-ecological behavioral drivers in order to achieve long term water quality improvements.




Clean Coastal Waters


Book Description

Environmental problems in coastal ecosystems can sometimes be attributed to excess nutrients flowing from upstream watersheds into estuarine settings. This nutrient over-enrichment can result in toxic algal blooms, shellfish poisoning, coral reef destruction, and other harmful outcomes. All U.S. coasts show signs of nutrient over-enrichment, and scientists predict worsening problems in the years ahead. Clean Coastal Waters explains technical aspects of nutrient over-enrichment and proposes both immediate local action by coastal managers and a longer-term national strategy incorporating policy design, classification of affected sites, law and regulation, coordination, and communication. Highlighting the Gulf of Mexico's "Dead Zone," the Pfiesteria outbreak in a tributary of Chesapeake Bay, and other cases, the book explains how nutrients work in the environment, why nitrogen is important, how enrichment turns into over-enrichment, and why some environments are especially susceptible. Economic as well as ecological impacts are examined. In addressing abatement strategies, the committee discusses the importance of monitoring sites, developing useful models of over-enrichment, and setting water quality goals. The book also reviews voluntary programs, mandatory controls, tax incentives, and other policy options for reducing the flow of nutrients from agricultural operations and other sources.

Book Description

After several decades of improvement, water quality in the United States is getting worse, and the problem is primarily caused by run-off from non-point sources, such as farms and urban development. These non-point sources have never had regulatory mandates in the Clean Water Act, and have proven very difficult to control. With little likelihood of comprehensive statutory changes, the EPA and the states that administer the Clean Water Act have looked to other regulatory means to address this problem. One of the most prominent has been the use of markets in pollution (particularly for nutrient pollution from run-off) to provide incentives for control. In short, the agencies and the regulated private sector have latched on to the possibility of highly regulated sources (such as industrial emitters) paying largely unregulated sources (such as agricultural lands) to reduce run-off into the nation's water bodies. In theory, this is consistent with the regulatory push towards efficiency and using markets as rational arbiters of pollution control. While this theory has been used on many small scales over the last 15 years, recently the EPA and many states have announced a reliance on it at a very large scale in order to reverse water pollution decline, particularly in large water bodies with dead zones, like the Chesapeake Bay. While I believe these markets could work in theory at this scale, I do not believe the administrative agencies have addressed problems with doing so. Because of the similarity in problems concerning environmental integrity and efficiency between non-point agricultural runoff and biological offsets in a carbon trading system, I believe that much of the analysis of addressing these offsets from a series of legislative proposals could provide a regulatory template for dealing with non-point source agricultural pollution. This article proposes such a regulatory template based on these ideas.
