The Construction Design and Management [CDM) Regulations came into force on March 31, 1995. These regulations require clients, designers and contractors to take into account health, safety and environmental issues throughout the complete lifecycle of a building or plant--including the initial site works, construction, commissioning, operation, maintenance and demolition stages. The regulations have caused considerable concern in the construction industry and among major engineering clients because their obligations are seen as extremely onerous.
