Detective Charlie Wolf and his partner, Kai Symonds, have been secretly assigned by the Chief of Police to investigate the background of Danny Black, a Police Captain, who is suspected of corruption. They are specifically charged with the task of determining if Black is involved in any criminal activities and why he takes such great lengths to protect his officers who work off-duty at the mysterious Adams Club. As cover for their real assignment, Wolf and Symonds are given a cold case involving the bodies of seven teenage girls who were found in the Los Angeles Riverbed nine years ago over a two-year period. As Wolf investigates the Riverbed Murders, he comes to believe this case wasn't given to him by chance, but that it may indirectly lead him to make a case against Danny Black.
